Requires the commissioner of the department of transportation in consultation with the department of motor vehicles to develop a program addressing the problem of wrong way drivers on New York interstate highways.

Enacts the "Long Island power authority ratepayers protection act"; requires a public hearing in each county within the service area before approval of a final rate plan.
Relates to the definition of the "look-back period" for the determination of eligibility of an individual for medical assistance benefits; exempts certain assets used on the individual's behalf or for care services provided to the individual by a family member or informal caregiver.
Relates to certain tuition payments by school districts for general education and special students residing in such school districts.
Provides that the failure of a party challenging a building permit, variance, subdivision or other land use approval to seek a preliminary injunction to prevent construction shall not give rise to the opposing party raising the defense of mootness if such party continues and/or completes construction with knowledge that an action challenging its land use approval has been timely commenced.
Provides that a school district vote on a bond resolution shall take place on the third Tuesday in May in conjunction with the school budget vote; provides that such bond resolution vote may only be resubmitted to the voters of the school district one time subsequent to such vote.
Relates to income requirements for the real property school tax exemption granted to certain persons sixty-five years of age or over in high-appreciation municipalities; defines "high-appreciation municipality".
Authorizes the alteration of two or more school district boundaries by consent; provides that such alteration may be initiated by a petition in writing filed with the trustee, trustees or board of education of each school district; requires a joint feasibility study and joint public hearing on such alteration.
Relates to the definition of "immediate family" for the transfer of certain commercial fishing licenses.
Implements a moratorium on mining within certain special groundwater protection areas where either the department of environmental conservation or a county health department has issued a written determination to the owner or operator of the mine that operation of the mine has caused or is contributing to one or more exceedances of state or federal maximum contaminant level applicable to drinking water or groundwater resources.
