Establishes a standardized statewide system for collecting, recording, and monitoring winter road maintenance operational data in order to improve efficiency, enhance transparency, and support the protection of water resources in the state of New York; requires calibration of all deicing material application equipment used for winter highway maintenance on public roads.
Increases the penalties for leaving the scene of an accident involving an electric scooter without reporting in the first and second degrees; creates the offenses of leaving the scene of an accident involving a bicycle with electric assist without reporting in the first and second degrees.
Directs the department of transportation and every municipality, locality and public authority that distributes road salt to construct a salt shed within ten years.
Imposes certain sentences of imprisonment for offenses committed while using public transportation; creates the offense of reckless endangerment on public transportation as a class A-I felony.
Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design.
Establishes a personal income tax credit for not more than one thousand dollars for certain tolls paid by a taxpayer in the course of commuting on toll roads in the state of New York.
Requires the division of criminal justice to create and disseminate to police departments a video on bicycles with electric assist and electric scooters including information on classification and definitions, legal operation, speed limits and enforcement, helmet and age requirements, and a review of legal operation of such devices.
Imposes certain restrictions on catalytic converters; requires all vehicle catalytic converters to be indelibly marked or engraved with a readily observable vehicle serial number; provides a reduction in premium charges for certain motor vehicle liability, comprehensive and collision insurance rates with respect to automobiles equipped with a catalytic converter which contains the vehicle identification number of the vehicle.
Relates to liability of the state for damages caused by reported defects and potholes if the report was made fourteen days or more before the damage occurred; establishes an interactive website for reporting defects and potholes on the state highway system and thruway.
Prohibits safety and emission inspections for new motor vehicles that are sold or transferred until the third year after the initial inspection by a dealer.
