Establishes the New York state transportation modernization grant program and the transportation modernization advisory committee to provide awards to certain entities for the development of public school transportation.
Requires every sale of a bicycle with electric assist or electric scooter to include a helmet suitable for use while operating such bicycle or scooter.
Increases fees for the registration of larger, heavier motor vehicles; provides a waiver for a portion of weight added by batteries in electric vehicles.
Provides that a person is guilty of assault in the second degree when such person recklessly or with intent to cause physical injury to another person causes physical injury to another person in any place, conveyance, or vehicle used for public transportation or public transit; provides that a person is guilty of assault in the first degree when with intent to cause serious physical injury to another person such person causes such injury to such other person in any place, conveyance, or vehicle used for public transportation or public transit.
Exempts any school district located wholly or partially within a ten-mile plume exposure pathway emergency planning zone surrounding a nuclear power facility from the requirements of only purchasing or leasing zero-emission school buses and only operating and maintaining zero-emission school buses.
Enacts "Brendon's law" to prohibit participation, including spectators within two hundred feet, of any motor vehicle speed contest, sideshow and street takeovers; authorizes seizure and forfeiture; adds damaging an authorized emergency vehicle as constituting the crime of criminal mischief in the third degree.
Implements escalating penalties for vehicles which have been documented multiple times by a photo violation monitoring device for failure to comply with traffic-control indications up to a suspension of a vehicle's registration.
Directs the metropolitan transportation authority to establish a city university of New York student fare program for trains and buses which provides a full fare reduction for five train and/or bus fares each weekday equal to the standard pay-per-ride fare.
Authorizes public transit agencies to hire former police officers as transit security marshals having peace officer status, provided they complete trainings and meet medical and physical fitness standards.
Requires that certain transportation facilities operated by public authorities implement traveler-friendly concession pricing which is no more than the average retail price of such items at similar commercial establishments within a certain radius; authorizes the office of the comptroller to conduct random audits and to enforce such pricing requirements.
