Establishes the committee for diversity, inclusion, and equal opportunity, the office of diversity management, and the state workforce diversity and inclusions council to ensure diversity and inclusion at certain state entities and combat harassment and discrimination in the workplace.
Requires state-level public employers that intend to begin any procurement process or plan to acquire or deploy any new application or technology that utilizes an artificial intelligence model or artificial intelligence system to notify any duly recognized and certified employee representative of such intention no less than twelve months before commencing such process.
Establishes a four-day workweek pilot program for state employees; requires the division of the budget and the state department of civil service to identify state agencies or other jobs in the performance of any function of state government for which a four-day workweek is feasible and beneficial for at least sixty percent of state employees employed in such agency or job in the performance of such function of state government, and to implement a four-day workweek for such state employees.
This bill requires state and local government agencies to create language-specific job titles for customer-facing roles in areas where certain non-English languages are commonly spoken. It defines high-need languages as those among the top three in a county or top five statewide, and mandates that at least 25% of positions in these roles be filled by employees proficient in those languages. Agencies must include language proficiency tests in hiring exams, track hiring data, and submit annual reports on language access compliance. The law also allows agencies to use interpretation services when qualified candidates in language-specific titles are unavailable.
