Establishes the affordable housing broadband assistance grant program within the division of broadband access to support no-cost and/or discounted subscriptions for households receiving federal, state, or local housing assistance or residing in housing units designated for low-income and/or vulnerable populations.
This bill establishes a New York Main Street Development Center within the Division of Housing and Community Renewal. The center will coordinate with state agencies to provide technical assistance and compile existing state, local, and federal programs for revitalizing commercial and residential buildings in downtown areas. It will create a centralized website linking these resources and offer training to community officials and developers. The initiative aims to leverage underutilized downtown infrastructure (like water and sewer systems) to support housing redevelopment in Main Street districts.
Authorizes application of the property tax abatement for rent-controlled or rent regulated properties occupied by senior citizens or disabled persons, to those units occupied by tenants paying the maximum allowable rent when such rent exceeds 1/2 of the household income; provides for state payments to cities affected thereby equal to 10% of lost real property tax revenue.

Makes migrant youth under the age of 25 who are receiving runaway and homeless youth services eligible to receive housing vouchers under the family homelessness and eviction prevention supplement ("FHEPS") program.
Enacts the "shelter arrears eviction forestallment act" to provide emergency assistance for rent or mortgage arrears or other fees for the prevention of eviction.
Provides that municipal broadband service companies are authorized to provide broadband service to tenants in multi-family housing; provides that landlords shall not interfere with the installation of such service, demand or accept payment for allowing the service on the property, or discriminate in rental charges between tenants who receive broadband service and those that don't.
