Establishes a program to provide immediate assistance to persons to whom an appearance ticket has been issued in order to address the critical needs of such persons for housing, medical treatment, legal representation, and other requirements.
Establishes the hospice and palliative care workgroup to study and issue recommendations related to the state of affairs of hospice and palliative care services offered in New York state, utilization metrics of hospice and palliative care services, and effectiveness and accessibility of home hospice and palliative care services; provides for the repeal of such provisions upon expiration thereof.

Provides that an adult individual who has transferred into the OPWDD system of care from a transitional care placement at an out-of-state or in-state residential school or adult program associated with a residential school, and whose health, safety, or welfare are being adversely affected in the OPWDD system of care, is allowed to return to their prior transitional care placement, funded by OPWDD, under certain conditions.
