This bill creates a state task force to study the feasibility of growing crops for cellulosic ethanol production, a renewable fuel that substantially reduces greenhouse gas emissions compared to conventional ethanol. The task force, to be formed by the Agriculture Commissioner with members from environmental and conservation agencies, must identify optimal crops and locations within the state and submit findings and recommendations within one year. The bill expires two years after enactment, making it a temporary study initiative focused on advancing renewable energy research without implementing new regulations.
Relates to providing secondary school pupils and adults in career education programs access to programs/courses sufficient to comprise a career major in electric vehicle maintenance and repair; establishes the working group on electric vehicle career education achievement.
Establishes a Green New Deal for New York task force; requires such task force to develop a detailed statewide, industrial, economic mobilization plan for the transition of the New York economy to become greenhouse gas emissions neutral by 2030 and to significantly draw down greenhouse gases from the atmosphere and oceans and to promote economic and environmental justice and equality.
This bill caps annual rate increases for gas and electric utilities - including municipal utilities - at two percent. It prohibits utilities from raising rates by more than two percent per year without violating the law. Any proposed rate increase above this limit must be reviewed by the Department of Public Service, but the utility authority’s board is barred from approving final rate plans that exceed the two percent cap. The law requires a public hearing if a board seeks to justify an increase above the cap, though such increases remain disallowed.
Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period.
Directs the New York state energy research and development authority to conduct a study of the technical and economic feasibility and ratepayer impact of a zero-emission electrical system and a reduction in greenhouse gas emissions.
Requires distribution centers which are 50,000 sq. ft. or more to be equipped with electric vehicle charging stations as determined by the secretary of state and NYSERDA.
Regulates energy consumption by data centers; requires annual disclosure reporting; prohibits incentives in fossil fuel power purchase agreements with utilities.
Relates to bioheating fuel requirements; allows B100 or B99 biofuel and R100 or R99 renewable fuel to be used to blend with or replace fossil heating oil in order to create bioheating fuel.
