Requires applications for retail gas station building permits to include one electric vehicle charging station using direct current fast chargers at such gasoline station per four gas dispensing pumps.
Removes references to the electric school bus mandate; provides that there shall be no mandate requiring school districts to purchase, operate or maintain any certain type of school buses and that the superintendent of each school district shall have the sole authority to determine the types of school buses such school district will purchase, operate and maintain; repeals certain provisions of law relating to electric school buses.
Requires the state fire administrator to make available a specialized electric vehicle emergency response training program to provide training to individuals responsible for providing emergency response and recovery following incidents involving electric vehicles; defines emergency medical services agency.
Requires the installation and maintenance of outdoor lithium-ion battery charging stations at multiple dwellings as part of the state uniform fire prevention and building code; prohibits charging lithium-ion batteries used in powered mobility devices inside of multiple dwellings.
Directs NYSERDA to establish a wireless electric vehicle charging program to research and provide incentives to eligible entities for projects to construct, install, or improve existing wireless charging infrastructure and technology for electric vehicles, including performance, safety, electromagnetic compatibility, interoperability, development, and testing of wireless charging.
Requires in every shopping center or facility that has over one hundred off street parking spaces that at least one percent of the spaces, or five such spaces, whichever is less, shall be a handicapped parking space equipped with an electric vehicle charging station.
Requires the Thruway Authority to provide at least twelve charging stations at each rest area and gas station complex owned, leased or operated by the Thruway Authority.
Directs the department of economic development, in conjunction with the empire state development corporation, to review all contracts entered into or overseen or enforced by the department of economic development and/or the empire state development corporation relating to the leasing of state-owned premises to private parties for the production, manufacture and/or development of solar shingle products, electric vehicle charging networks, advanced driver-assistance systems, and/or supercomputer hardware and to identify and eliminate fraud, abuse or waste by private parties.
Authorizes the department of motor vehicles to establish a program encouraging persons to scrap such person's petroleum or diesel motor vehicle in favor of a zero emission or electric motor vehicle by providing a five hundred dollar rebate for the purchase of such new zero emission or electric motor vehicle.
Relates to providing secondary school pupils and adults in career education programs access to programs/courses sufficient to comprise a career major in electric vehicle maintenance and repair; establishes the working group on electric vehicle career education achievement.
