This bill establishes a public awareness program within the Department of Health to educate the public and maternal healthcare providers about maternal depression. The program aims to inform people about the risks and available remedies for this condition. It also creates a dedicated "maternal depression fund" to support these efforts. To initiate the program, the bill appropriates $20 million to the Department of Health.
Establishes a municipal senior center capital support program in the office for the aging to assist municipalities in accessing capital funds necessary for the purchase of senior buses; directs the director of the office for the aging to develop an application and establish criteria for the disbursement of grants to eligible municipalities for the purpose of procuring senior buses; makes an appropriation.
This bill extends Columbia County's existing authority to collect an additional 1% sales and use tax for two more years, through November 30, 2027. It modifies the tax law to maintain the current 1% rate (added to the existing 3% rate) without changing the tax structure. The extension directly affects residents and businesses in Columbia County that pay these taxes. The bill does not alter the tax rate or create new taxes, only prolonging the current authority.
Authorizes the town of Chester to establish community preservation funds; establishes a real estate transfer tax with revenues therefrom to be deposited in said community preservation fund.
Requires any state aid owed to a school district from a prior year adjustment be paid as part of the first state aid payment of the following school year following the notification of such payments.
Establishes the office of wastewater surveillance; creates a grant program; provides such office shall monitor wastewater testing and analyze wastewater test results; provides the grant program shall assist labs in conducting wastewater testing; establishes an advisory council which shall provide advice on: best practices for wastewater sampling, testing and test results analysis; the creation of standards and systems of reporting on wastewater surveillance; the creation of a dashboard; integrate wastewater surveillance for COVID-19 into the office of wastewater surveillance; and any topics deemed essential by the commissioner of health.
Provides for advance payment of the earned income credit by employers, the commissioner of the department of taxation and finance and the commissioner of New York City's department of finance.
Establishes the child and family well-being program and fund for the distribution of grants to eligible nonprofit community-based providers to respond to children's and families' needs in communities.
Enables public libraries to access employment preparation education (EPE) funds to provide adult literacy education; sets aside one million dollars to be awarded through a competitive grant process; provides that half of such appropriation shall be set aside for libraries serving a population of one million or more.
Extends the authorization of the town of Mount Pleasant to adopt a local law to impose a hotel/motel occupancy tax for hotels not located in a village to September 1, 2027.
