This bill establishes an "Extended Producer Responsibility" program for artificial turf, requiring manufacturers and importers to manage the collection and disposal of discarded products within the state. To comply, producers must submit a plan to the state department outlining how they will fund and implement collection sites, which can be permanent locations or mobile units that accept all types of turf regardless of brand. The law defines key terms such as "producer" and "recycling" to ensure that companies selling artificial turf are financially responsible for its end-of-life management through reuse, recycling, or proper disposal rather than relying solely on consumers or taxpayers.

This bill allows eligible voters in New York to register to vote and cast their ballots on the same day at early voting or election day polling locations. To do this, a voter would fill out an affidavit stating their eligibility, which the election board would then verify against state and federal databases before counting the ballot. If the information cannot be immediately verified but the voter is otherwise eligible, the board will issue a voter ID number and process the registration. The bill requires election officials to explain this process to voters and ensures that ballots are only counted after the voter's eligibility and information are confirmed. It does not take effect until ninety days after becoming law.
