Relates to enabling constitutionally-qualified electors to register to vote and to cast a ballot on the same day at a polling location

This bill allows eligible voters in New York to register to vote and cast their ballots on the same day at early voting or election day polling locations. To do this, a voter would fill out an affidavit stating their eligibility, which the election board would then verify against state and federal databases before counting the ballot. If the information cannot be immediately verified but the voter is otherwise eligible, the board will issue a voter ID number and process the registration. The bill requires election officials to explain this process to voters and ensures that ballots are only counted after the voter's eligibility and information are confirmed. It does not take effect until ninety days after becoming law.
