Understanding the True Cost of College Act of 2021 This bill requires standardized financial aid terminology and offer forms. Specifically, the Department of Education (ED) must develop standard terminology and a format for financial aid offer forms based on recommendations from representatives of certain groups, including students, veterans, and institutions of higher education (IHEs). The consumer-friendly form must include specified details and disclosures, including the estimated cost of attendance, the net price that a student or family is estimated to pay, and the terms and conditions of financial aid. In addition, ED must (1) test the form with representatives of students, students' families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups; and (2) use the results to develop the final form. Each IHE that participates in federal student-aid programs must (1) use the standard form when offering financial aid to students, and (2) use the standard terminology and definitions developed by ED for all communications related to financial aid offers.
Home Lead Safety Tax Credit Act of 2021 This bill allows owners of eligible dwelling units a new tax credit through 2024 for 50% of the lead hazard reduction activity costs for each such unit, up to an aggregate of $4,000 per unit. The bill (1) specifies the types of lead hazard reduction activity costs eligible for the credit, including risk assessment and abatement costs; and (2) limits the amount of the credit in any taxable year to $3,000 for specified abatement measures and $1,000 for interim lead control measures.

Specifically, the bill prohibits the use of eminent domain unless the holder (1) obtains all federal and state permits required by law for the construction and operation of pipeline facilities, and (2) complies with all environmental conditions appended to the certificate order. Additionally, the bill suspends eminent domain authority if (1) the holder requests a material amendment to the certificate, or (2) a federal or state permit held by the holder is vacated or remanded. The bill also sets forth a dispute resolution process and related requirements to resolve disagreements about accessing properties prior to acquiring them.
Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

This resolution condemns and denounces all forms of anti-Asian sentiment, including those related to COVID-19 (i.e., coronavirus disease 2019), and calls on federal law enforcement officials, working with state and local agencies, to take specified steps. The resolution calls on federal officials to expeditiously investigate and document all credible reports of hate crimes, harassment, bullying, and threats against the Asian American and Pacific Islander communities; the Attorney General to work with state and local agencies and Asian American and Pacific Islander community-based organizations to prevent discrimination and to expand culturally competent and linguistically appropriate education campaigns on public reporting of hate crimes; and the Department of Health and Human Services to issue guidance describing best practices to mitigate racially discriminatory language in describing the pandemic. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.
Justice for the Living Victims of Lockerbie Act This bill establishes a mechanism for compensating certain victims of the bombing of Pan American Flight 103 over Lockerbie, Scotland, on December 21, 1988. The Office of Aviation and International Affairs must determine whether the bombing was a proximate cause of Pan American's bankruptcy. If the office finds such proximate cause, then the Department of the Treasury must establish a fund to compensate qualifying victims of the bombing (generally, former employees of Pan American who were part of an earlier lawsuit seeking compensation from Libya for the bombing). The Foreign Claims Settlement Commission must establish a process for claimants to apply for compensation from the fund.
