S 4151: Stop Pills That Kill Act

Stop Pills That Kill Act This bill increases criminal penalties for offenses relating to the manufacture of fentanyl or counterfeit substances. It also establishes requirements for federal agencies to address the use of counterfeit substances. Specifically, the bill applies an increased criminal penalty for possessing, manufacturing, or distributing certain equipment or materials that are used to illegally manufacture fentanyl, an analogue of fentanyl, or a counterfeit substance (the increased penalty is currently limited to offenses involving methamphetamine). The bill also requires the United States Sentencing Commission to review sentencing guidelines and amend them, if appropriate, to include an enhanced penalty for those who knowingly misrepresent counterfeit pills that have fentanyl, a fentanyl analogue, or methamphetamine as legitimate pills. The Drug Enforcement Administration must establish and implement a plan to address counterfeit fentanyl or methamphetamine substances through law enforcement action and education and prevention efforts. In addition, the Department of Justice must annually report on the collection of counterfeit fentanyl or methamphetamine substances by law enforcement and on related prosecutions.

S 2838: Access to Congressionally Mandated Reports Act

Access to Congressionally Mandated Reports Act This bill requires the Government Publishing Office (GPO) to establish and maintain a publicly available online portal containing copies of all congressionally mandated reports other than those required to be submitted to the House or Senate Committees on Intelligence, Armed Services, Appropriations, or Foreign Relations. A federal agency must submit a congressionally mandated report and specified information about the report to the GPO between 30 and 45 days after submission of the report to either chamber or to any congressional committee or subcommittee. Upon the written request of the chair of a congressional committee or subcommittee to the GPO, a report submitted to that committee or subcommittee shall not be submitted or published on the portal. Federally chartered corporations, the Government Accountability Office, and any elements of the intelligence community are excluded from the requirements of this bill. The Office of Management and Budget must issue guidance to federal agencies on the bill's requirement for agencies to submit copies of congressionally mandated reports and related information to the GPO.

HR 4521: United States Innovation and Competition Act of 2021

United States Innovation and Competition Act of 2021 This bill addresses U.S. technology and communications, foreign relations and national security, domestic manufacturing, education, trade, and other matters. Among other provisions, the bill provides funding for FY2022-FY2026 to support U.S. semiconductor manufacturing, research and development, and supply chain security; provides funding for wireless supply chain innovation; establishes a Directorate for Technology and Innovation in the National Science Foundation; extends through 2025 the authority of the National Aeronautics and Space Administration (NASA) to lease its non-excess real property and related personal property; authorizes various programs and policies related to space exploration; authorizes various international affairs programs and activities, including foreign assistance for the Indo-Pacific region; requires federal infrastructure programs to provide for the use of materials produced in the United States; imposes sanctions on China for cybersecurity and human rights abuses; requires the Department of Health and Human Services to consider national security risks associated with sensitive genetic information; includes initiatives related to elementary and secondary education, including those to increase computer science education; contains provisions related to higher education, including those reauthorizing through FY2027 international education programs and addressing China's influence on institutions of higher education; modifies and expands the schedule for graduated merger filing fees; prohibits federal funding for the Wuhan Institute of Virology; requires the U.S. Trade Representative to take certain actions related to digital trade and censorship practices; and extends through 2027 the Generalized System of Preferences.

Expedited Disability Insurance Payments for Terminally Ill Individuals Act of 2022 This bill temporarily allows an individual diagnosed with a terminal illness with a life expectancy of six months or less to receive Social Security disability benefits during the waiting period for such benefits (which typically lasts five months). It also establishes a phased-in payment schedule for the benefits.

Ukraine Invasion War Crimes Deterrence and Accountability Act This bill requires the President to report to Congress on atrocities committed during Russia's invasion of Ukraine since February 24, 2022. Specifically, the report must describe in detail (1) U.S. government efforts to collect, analyze, and preserve evidence related to war crimes and other atrocities committed during the invasion; (2) media, public diplomacy, and information operations to make the Russian people, including their military and political leaders, aware of efforts to identify and prosecute those responsible for such atrocities; and (3) the process for a domestic, foreign, or international court or tribunal to obtain information from the U.S. government related to such atrocities.

HR 7644: Pride in Mental Health Act

Pride in Mental Health Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing youth who are lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, or gender-variant members of indigenous communities (e.g., Two Spirit). Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants. The bill also establishes a grant program to provide mental and behavioral health resources for such youth, including trauma-informed care.
