This resolution affirms the leadership and commitment of the U.S. government in efforts to prevent conflict-related sexual violence and to support and protect survivors of such violence. The resolution calls on the United States to ensure mechanisms to hold perpetrators of sexual violence accountable are included in peacebuilding resolutions, and that women participate fully in such peace processes in accordance with the Women, Peace, and Security Act of 2017.
Keep Kids Fed Act of 2022 This bill provides funding for and makes changes to school meal programs and the Child and Adult Care Food Program (CACFP). It also rescinds certain funds provided under the American Rescue Plan Act of 2021; the Consolidated Appropriations Act, 2021; and the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Specifically, the bill increases the reimbursement rate for school lunches by 40 cents and for school breakfasts by 15 cents for the school year beginning in July 2022. The bill extends the authority of the Department of Agriculture (USDA) to waive certain requirements for the school meal programs and the CACFP to address COVID-19. In particular, the bill extends authority through September 30, 2022, for USDA to grant waivers related to summer food service programs; through June 30, 2022, for USDA to grant waivers of requirements to allow non-congregate feeding in the CACFP for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and through June 30, 2023, for USDA to grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19. The bill authorizes USDA to establish a nationwide waiver of statutory and regulatory requirements under child nutrition programs for the 2022-2023 school year. Additionally, the bill increase the reimbursement rate for meals and snacks under the CACFP by 10 cents for the school year beginning in July 2022. Further, the bill increases the reimbursement of tier II family or group day care homes to tier I amounts for the 2022-2023 school year. The bill rescinds certain funding provided to USDA, the Department of Education, and the Small Business Administration. Finally, the bill requires USDA to ensure that technical assistance is made available to states and school food authorities for assisting parents and school leaders with transitioning to the operation of school meal programs without certain waivers.
This resolution calls on the Russian government to immediately release Brittney Griner. The resolution urges the United States, in all interactions with the Russian government, to raise the case of Brittney Griner and to press for her release. The resolution further urges the Russian government to provide consular access to Brittney Griner while she remains in detention and to respect her human rights. Finally, the resolution expresses support to the family of Brittney Griner and a commitment to bringing her home.
Telemental Health Parity Act of 2022 This bill requires private health insurance plans to apply benefits for mental health or substance use disorder services that are furnished via telehealth in the same manner as those services that are furnished in person. Under current mental health parity rules, insurance plans that provide benefits for mental health or substance use disorder services are generally required to make those benefits comparable to the benefits the plan provides for medical and surgical care.
This resolution recognizes that the United States has long sought to alleviate the suffering of civilians and nations hurt by war and remains committed to ensuring the long-term peace, prosperity, and territorial integrity of Ukraine. The resolution also recognizes that an effective Ukrainian reconstruction effort can only be accomplished by working in concert with other nations and international bodies. Finally, the resolution encourages the U.S. government to lead an international group of allies that will equitably contribute to provide the Ukrainian government and the Ukrainian people with a reconstruction assistance package for the purpose of increasing ties between nations that are seeking a stable international order to counter malign and rogue actors.

Manufactured Housing Community Sustainability Act of 2022 This bill allows a new tax credit equal to 75% of the gain from the sale or exchange of real property to a qualified manufactured home community cooperative or corporation if (1) the property is acquired for use as a manufactured home community, (2) the seller (or any related person) owned the property for the entire two-year period before the sale or exchange, and (3) the property is transferred subject to a binding covenant that the property will be used as a manufactured home community for at least 50 years or the maximum permissible term under state laws that restrict such covenants to a lesser term. The bill defines manufactured home community as a community comprised primarily of manufactured homes used solely for residential purposes and owned by a manufactured home community cooperative or corporation.
Federal PFAS Research Evaluation Act This bill requires various studies and reports on the exposure, hazards, and management of perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Specifically, the bill requires the National Science Foundation (NSF) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct a two-phase study and report on the research and development needed to advance human exposure estimation and toxicity hazard estimation of individual or total PFAS. The bill also requires the NSF and the Environmental Protection Agency to jointly enter into an agreement with NASEM to conduct a study and submit a report on the research and development needed to advance the understanding of the extent and implications of environmental contamination by PFAS, how to manage and treat such contamination, and the development of safe alternatives. Finally, the White House Office of Science and Technology Policy must submit an implementation plan for federal PFAS research, development, and demonstration activities, taking into account the recommendations of the NASEM reports.
Federal Agency Customer Experience Act of 2021 This bill requires certain agencies to collect voluntary customer experience feedback with respect to their services and transactions. Each of the agencies must (1) annually publish such feedback on its website and report on such feedback to the Office of Management and Budget, and (2) report on the solicitation of such feedback. The Government Accountability Office shall publish a report assessing the data collected and reported by the agencies. The feedback may not be used in any appraisal of job performance of a federal employee.
Stop Anti-Abortion Disinformation Act or the SAD Act This bill prohibits advertisements that use deceptive or misleading statements related to the provision of abortion services. Abortion services include (1) surgical and non-surgical procedures to terminate a pregnancy, or (2) providing referrals for such procedures. The Federal Trade Commission must promulgate rules to implement the prohibition, and the bill provides for enforcement by the commission.
