S 4301: Substance Use Prevention, Treatment, and Recovery Act

Substance Use Prevention, Treatment, and Recovery Act This bill reauthorizes through FY2027 and modifies the Substance Abuse Prevention and Treatment Block Grant, which supports state, tribal, and territorial efforts to prevent and treat substance use disorders. Among other changes, the bill requires grant recipients to expend a portion of the grant on recovery support services. Additionally, the Substance Abuse and Mental Health Services Administration must conduct a study to develop a model needs assessment process for grant recipients to use when determining the allocation of grant funding among prevention, treatment, and recovery support activities. The bill also revises multiple provisions to eliminate stigmatizing terms (e.g., substance abuse) and otherwise align with current legislative drafting conventions.

S 3099: Federal Secure Cloud Improvement and Jobs Act of 2021

Federal Secure Cloud Improvement and Jobs Act of 2021 This bill provides statutory authority for the Federal Risk and Authorization Management Program (FedRAMP) within the General Services Administration (GSA). FedRAMP is a government-wide program that provides a standardized, reusable approach to security assessment and authorization for cloud computing products and services that process unclassified information used by agencies. The bill establishes a FedRAMP Board to provide input and recommendations to the GSA regarding the requirements and guidelines for, and the prioritization of, security assessments of cloud computing products and services. The GSA may determine whether FedRAMP may use an independent assessment service to analyze, validate, and attest to the quality and compliance of security assessment materials that pertain to cloud computing products and services. An independent assessment service that performs such work must annually report to GSA about any foreign interest in, influence of, or control of its service. The Government Accountability Office must publish a report that, among other requirements, includes an assessment of the costs incurred by agencies and cloud service providers related to the issuance of FedRAMP authorizations. The bill establishes the Federal Secure Cloud Advisory Committee.

S 2559: Deepfake Task Force Act

Deepfake Task Force Act This bill requires the Department of Homeland Security to coordinate with the White House Office of Science and Technology Policy to temporarily establish the National Deepfake Provenance Task Force. Comprised of federal and nonfederal stakeholders, the task force must address threats posed by digital content forgeries (i.e., digital audio, images, and text fabricated or manipulated using artificial intelligence, machine learning, and other emerging technologies with the intent to mislead). The task force's activities include developing a plan to reduce the proliferation of digital content forgeries. The task force terminates 90 days after submitting its final report.

HR 7875: Emergency Infant Formula Act

Emergency Infant Formula Act This bill addresses the shortage of infant formula in the United States, including by authorizing the President to take certain actions to expedite the importation of such formula. Specifically, the bill authorizes the President to declare through an executive order that a shortage of infant formula exists in the United States. Additionally, the President may authorize the importation, distribution, and sale of any covered infant formula if the applicable brand, manufacturer, manufacturing plant, or the specific infant formula product is included in the executive order. Covered infant formula generally refers to any infant formula that is lawfully marketed in the European Union, Canada, Japan, the United Kingdom, or any country the President determines has sufficient health and safety standards with respect to infant formula. The bill exempts imported infant formula from U.S. labeling requirements. The Food and Drug Administration (FDA) must require retailers of imported infant formula to place a label on the product indicating it has not been approved by the FDA. The bill also authorizes the President to reduce or suspend any duties on the importation of covered infant formula or articles used in the production of infant formula. U.S. Customs and Border Protection must give the highest priority and take steps as necessary to expedite the processing of all entries of covered infant formula and articles used in the production of infant formula.

S 4260: Palliative Care and Hospice Education and Training Act

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.
