Bicameral Congressional Trade Authority Act of 2021

Bicameral Congressional Trade Authority Act of 2021 This bill requires congressional approval for a presidential import adjustment due to a national security threat from an import related to military equipment, energy resources, or critical infrastructure essential to national security. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary and must submit to Congress the reasons for any action taken or not taken. The Department of Defense (currently, the Department of Commerce) must investigate the effect of these imports on national security. The bill retroactively applies to any proposed action made four years before enactment of this bill. In general, any rate of duty modification occurring in the time period beginning four years before and ending the day before enactment of this bill must revert to the previous rate unless it receives congressional approval.

A resolution designating September 2021 as "National Voting Rights Month".

This resolution designates September 2021 as National Voting Rights Month, encourages people to uphold the right to vote, encourages Congress to pass certain voting rights legislation, recommends the development of a curriculum in public schools and universities regarding voting, encourages the U.S. Postal Service to issue a special John R. Lewis stamp during the month of September, and invites Congress to allocate funds for public service announcements regarding elections.

Stop the Shutdowns Transferring Unnecessary Pain and Inflicting Damage In The coming Years Act This bill provides continuing appropriations to certain federal agencies to prevent a government shutdown if an appropriations bill for the agency has not been enacted before the fiscal year begins and continuing appropriations are not in effect. The bill excludes agencies within or under the legislative branch or the Executive Office of the President, which would continue to be subject to a government shutdown due to a lapse in appropriations.

Save Our Stages Extension Act

Save our Stages Extension Act This bill extends to March 11, 2023, the time frame during which Shuttered Venue Operators Grant recipients may use grant funds to cover their expenses. These grants provide funds to certain types of entities in the arts and entertainment industry affected by the COVID-19 pandemic. Currently, a recipient may use such funds to cover expenses incurred between March 1, 2020, and December 31, 2021.

Portable Retirement and Investment Account Act of 2021 or the PRIA Act of 2021 This bill provides for the establishment of portable retirement and investment accounts, which are tax-exempt retirement savings accounts that will be established for each individual who has been issued a Social Security number.

Performing Artist Tax Parity Act of 2021

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.
