Cardiovascular Advances in Research and Opportunities Legacy Act

Cardiovascular Advances in Research and Opportunities Legacy Act This bill expands research on valvular heart disease and its treatment. This disease is caused by damage to or disease affecting any valve that controls blood flow in the heart. The National Institutes of Health must consult with the National Heart, Lung, and Blood Institute to conduct or support research on the disease, including on mitral valve prolapse. This occurs when the valve between the chambers of the left side of the heart seals improperly. The Centers for Disease Control and Prevention (CDC) must develop best practices to treat valvular heart disease. The CDC may also carry out other projects to increase awareness of and reduce deaths from the disease.

ALIGN Act

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.

Comprehensive Care for Alzheimer’s Act

Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

Accelerating Rural Broadband Deployment Act

Accelerating Rural Broadband Deployment Act This bill authorizes the granting of an occupancy license to any person who requests access to a right-of-way that is owned by the federal government in order to place, construct, modify, or operate facilities for the provision of broadband service. Specifically, an executive agency with control over such a right-of-way may grant an occupancy license for the expansion of broadband service. An occupancy license may not have a duration of more than 30 years and may be automatically renewed. The granting agency must establish an annual license fee and make a decision regarding the issuance of the occupancy license within 60 days of receiving an application for a license. If the agency does not act on a request within 60 days, the application shall be considered granted.

No Taxpayer Handouts to Illegal Immigrants Act

No Taxpayer Handouts to Illegal Immigrants Act This bill prohibits any state government that provides monetary payments to undocumented immigrants from receiving funds made available under the American Rescue Plan Act of 2021. If a state made such prohibited payments after the enactment of the American Rescue Plan Act of 2021 but before the enactment of this bill, the state must immediately pay to the federal government the amount equal to the sum of the prohibited payments.

Military Spouse Licensing Relief Act of 2021

Military Spouse Licensing Relief Act of 2021 This bill provides for the portability of professional licenses of service members and their spouses who are relocated, because of military orders, outside of the jurisdiction that issued the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid at a similar scope of practice and in the discipline applied for in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the new jurisdiction; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements. The bill also provides that if a service member or spouse is licensed to operate in multiple jurisdictions through an interstate licensure compact, the service member or spouse is subject to the requirements of the compact or the applicable provisions of the state law rather than the provisions of this bill.

Combating Racist Training in the Military Act of 2021

Combating Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.

Flexible Financing for Rural America Act of 2021

Flexible Financing for Rural America Act of 202 1 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.
