Dignity for Aborted Children Act This bill sets out requirements for the disposition of human fetal tissue from an abortion. Specifically, it requires abortion providers to obtain a patient's informed consent for one of two specified methods of disposition. First, patients may choose to retain possession of the tissue. A patient may choose to transfer the tissue to an entity that provides interment or cremation services. Second, the patient may elect to release the tissue to the provider. Providers must ensure any tissue released to them is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about these requirements and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

American Values Act This bill expands and makes permanent certain restrictions that prohibit the use of U.S. foreign assistance to pay for the performance or promotion of abortion services overseas. Current law generally prohibits the use of foreign assistance for abortions through language included in appropriations bills. This bill specifically prohibits the use of any funds under the Foreign Assistance Act for (1) abortions or involuntary sterilization as methods of family planning, or (2) biomedical research that relates to these practices as methods of family planning. In addition, the bill makes permanent prohibitions on the use of such funds to (1) lobby for or against abortion, or (2) fund any organization or program that supports or participates in coercive abortion or involuntary sterilization. The bill also makes permanent a prohibition on the use of funds made available to the Peace Corps to pay for abortions.
This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a two-thirds vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product of the United States, unless two-thirds of each chamber of Congress provides for a specific increase above this amount. The amendment requires a two-thirds vote of each chamber of Congress to impose a new tax, increase the statutory rate of any tax, or increase the aggregate amount of revenue. It requires a three-fifths vote of each chamber to increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and 18% of the gross domestic product of the United States. The amendment prohibits a court from ordering a revenue increase to enforce the requirements. Congress may waive specified requirements when a declaration of war is in effect or the United States is engaged in a military conflict that causes an imminent and serious military threat to national security.
Access Technology Affordability Act of 2021 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2022 and terminates after 2026.
Global Press Freedom Act This bill establishes the Office of Press Freedom to advance the protection and well-being of members of the press abroad and to engage with foreign governments and global press freedom organizations concerning freedom of the press and of expression. Led by the Ambassador-at-Large for Press Freedom, who shall be appointed by the President, the office must (1) coordinate efforts between relevant U.S. embassy personnel and press organizations or threatened individuals in situations in which press freedom is threatened abroad, (2) publicly and privately denounce oppression of the press abroad, and (3) recommend appropriate responses by the U.S. government when press freedoms are infringed upon. The office must also develop a press freedom curriculum for the National Foreign Affairs Training Center to help Foreign Service officers better understand issues of press freedom and tools that are available to help protect journalists and promote freedom of the press norms. The Government Accountability Office must assess and report on effects and changes resulting from certain requirements related to press freedom.

Small Business Innovation Voucher Act of 2021 This bill requires the Small Business Administration to establish the Innovation Voucher Grant Program to aid small businesses in carrying out research, development, or commercialization of new or innovative products and services.
Early Educators Apprenticeship Act This bill establishes a grant program to award to partnerships—which may include employers, institutions of higher education, labor unions, and community-based organizations—the federal share of the costs of apprenticeship programs focused on early childhood education.
Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions. HHS must report annually on this prohibition.
Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion. Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement. A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties—a fine, up to five years in prison, or both. An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations.
