COST Act of 2021

Cost Openness and Spending Transparency Act of 2021 or the COST Act This bill requires recipients of federal funds to disclose financing information relating to programs, projects, or activities carried out using such funds. Specifically, such a recipient (including a state or local government or a recipient of a federal research grant) must clearly state in any press release, request for proposal, bid solicitation, or other document describing the activity the amount and percentage of federal funding and the amount and percentage of nongovernmental funding. If the Office of Management and Budget determines that a recipient is failing to comply, it may direct each agency providing federal funds to withhold up to 25% of the funds until the recipient complies.

Guard Reimbursement for Unhealthy Bites Act

Guard Reimbursement for Unhealthy Bites Act or the GRUB Act This bill requires the Department of Defense to pay National Guard members a per diem for each day they performed duty between January 26, 2021, and March 15, 2021, in response to the attacks on January 6, 2021, on the U.S. Capitol building and grounds. The per diem rate must be equal to the proportional meal rate determined by the Defense Travel Management Office for the National Capital Region.

Developing Responsible Individuals for a Vibrant Economy Act

Developing Responsible Individuals for a Vibrant Economy Act or the DRIVE-SAFE Act This bill directs the Department of Transportation to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. Under the program, an apprentice must complete two probationary periods that total 400 hours of on-duty time, of which at least 240 hours must be driving time in a commercial motor vehicle. Additionally, the apprentice must be accompanied in the cab of the commercial motor vehicle by an experienced driver. Further, the bill requires all commercial motor vehicles used in the program for training to be equipped with safety technology such as active braking collision mitigation systems and video event capturing systems. An employer shall not knowingly allow, require, permit, or authorize a driver under the age of 21 to operate a commercial motor vehicle unless the driver is participating in, or has completed, an apprenticeship program that meets the requirements set forth in this bill.

Fair Access to Banking Act

Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.

Expressing support for the designation of February 20 to February 27, 2021, as "National FFA Week", recognizing the important role of the National FFA (FFA) Organization in developing the next generation of leaders who will change the world, and celebrating 50 years of National FFA Alumni and Supporters.

This resolution supports the designation of a National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.

Veterans’ True Choice Act of 2021

Veterans' True Choice Act of 2021 This bill allows covered veterans to receive coverage under TRICARE Select, a health care program of the Department of Defense (DOD). Veterans covered by this bill include those with service-connected disabilities, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those discharged from service due to disability, and those entitled to disability compensation. The Department of Veterans Affairs (VA) must reimburse DOD's costs of enrolling eligible veteran beneficiaries in the program. A covered veteran may not concurrently receive medical care from DOD and the VA.

Proposing an amendment to the Constitution of the United States to repeal the twenty-third article of amendment to the Constitution of the United States.

This joint resolution proposes a constitutional amendment repealing the Twenty-third Amendment to the Constitution (allowing citizens residing in the District of Columbia to vote for presidential electors, who in turn vote in the electoral college for the President and Vice President).
