Education support professionals are employees within a public school or public institution of higher education which may include specified staff, such as paraeducators, administrative support staff, custodians, skilled trade workers, and nursing support staff. The Department of Labor may provide a method for calculating such leave for these professionals.

Chinese Military and Surveillance Company Sanctions Act of 2021 This bill requires the President to impose property-blocking sanctions on Communist Chinese military companies upon certain findings. Specifically, if the President determines that imposing sanctions on a foreign person would address certain threats related to the financing of Chinese Communist military companies, the President must impose sanctions on that person provided that the person is identified (1) as a Communist Chinese military company in a specified report to Congress or in a November 17, 2020, executive order, or (2) by the Department of the Treasury as having engaged in transactions in the publicly traded securities (or derivatives) of a Communist Chinese military company.

In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.
Preventing the Recognition of Terrorist States Act of 2021 This bill imposes sanctions related to the Taliban and addresses other related issues. The President must impose sanctions on foreign individuals and entities that knowingly provide significant support to the Taliban or senior Taliban members. The bill also repeals an exception to existing sanctions against certain entities related to energy, shipping, and shipbuilding in Iran. Specifically, the bill repeals a provision authorizing the President to exempt certain entities involved in the reconstruction of Afghanistan from such sanctions. No federal department or agency may take any action that states or implies recognition of the Taliban's claim of sovereignty over Afghanistan. The bill also bars the Department of State, the U.S. Agency for International Development (USAID), and the Department of Defense from using federal funds to prepare or implement any policy that extends diplomatic recognition to the Taliban-controlled government in Afghanistan. The State Department must designate (1) the government of Afghanistan as a state sponsor of terrorism, and (2) the Taliban as a foreign terrorist organization. Furthermore, USAID must take appropriate steps to ensure that certain foreign assistance provided in or for certain countries, including Afghanistan and Pakistan, is not going to or through any individual or entity involved in terrorist activity. The bill also prohibits using certain federal funds to provide direct assistance to any country where the duly elected head of government has been deposed in a coup or decree in which the military played a decisive role.
Protecting Education Privacy Act This bill limits the release of students' personally identifiable information contained in education records. Keeping Renters Safe Act of 2021 This bill expressly authorizes the Department of Health and Human Services (HHS) to place a moratorium on residential evictions to prevent the spread of communicable diseases. The bill also requires HHS to implement a moratorium nationwide to reduce the spread of COVID-19. This moratorium must remain in effect for at least 60 days following the termination of the COVID-19 public health emergency. Current law authorizes HHS to take measures to prevent the spread of communicable diseases. As part of the COVID-19 response, HHS delegated this authority to the Centers for Disease Control and Prevention (CDC), which then issued (and extended) several orders banning residential evictions. Whether these orders exceed the CDC's statutory and constitutional authority has been the subject of multiple legal challenges; the Supreme Court blocked enforcement of the most recent order on August 26, 2021.
