Combating Sexual Harassment in Science Act This bill addresses sexual harassment in the science, technology, engineering, and mathematics (STEM) fields by supporting research regarding sexual harassment and efforts to prevent and respond to sexual harassment. This bill directs the National Science Foundation (NSF) to award grants to institutions of higher education or nonprofit organizations (or their consortia) to expand research into the factors contributing to, and consequences of, sexual harassment affecting individuals in the STEM workforce, including students and trainees; and examine interventions for reducing the incidence and negative consequences of sexual harassment. The NSF must convene a working group to gather national data on the prevalence, nature, and implications of such harassment in institutions of higher education. The NSF shall enter into agreements with the National Academies of Sciences, Engineering, and Medicine to (1) update a responsible conduct guide issued by the National Academies to include, among other things, evidence-based practices for fostering a climate that is intolerant of sexual harassment; and (2) study the influence of sexual harassment in institutions of higher education on the career advancement of individuals in the STEM workforce. The National Science and Technology Council shall establish an interagency working group to coordinate the federal science agencies' efforts to reduce the prevalence of sexual harassment involving grant personnel. The Office of Science and Technology Policy must develop policy guidelines for such agencies to prevent and respond to reports of sexual harassment and gender harassment.

Extending Tribal Broadband Priority Act of 2021 This bill requires the Federal Communications Commission (FCC) to, within 30 days, establish a new tribal priority window for the 2.5 gigahertz band, through which tribes in rural areas may apply for unassigned spectrum. The new window is subject to the same terms and conditions as the tribal priority window that was adopted by the FCC on July 10, 2019, and that closed on September 2, 2020.
This concurrent resolution calls for renewed U.S. leadership in addressing the climate crisis that is disproportionately affecting the health, economic opportunity, and fundamental rights of children. It also recognizes the need for the departments and agencies of the executive branch with delegated authority over energy and climate policy to prepare a climate recovery plan that puts the United States on a trajectory consistent with reducing global atmospheric carbon dioxide to below 350 parts per million by the year 2100.

Healthy Soils Healthy Climate Act of 2021 This bill modifies the Environmental Quality Incentives Program of the Department of Agriculture (USDA) to provide permanent incentive payments to producers to adopt practices designed to improve soil health through increasing carbon levels in soil. USDA must conduct a study regarding changes in soil health and soil organic carbon levels as a result of the adopted practices to improve soil health; develop ranking and scoring criteria under the program that prioritize practices that score highest in soil carbon sequestration on eligible land; create a soil organic carbon conservation activity plan under the program to measure and monitor sequestration and mitigation improvement levels from the practices; provide for streamlined and coordinated procedures for the program and the Conservation Stewardship Program, including contracting, conservation planning, conservation practices, and related administrative procedures; and establish a program to provide grants to land-grant colleges and universities to conduct research relating to soil health and carbon science and conduct research relating to soil health and carbon science at its agricultural research stations.
Long-Term Unemployment Elimination Act of 2021 This bill creates a federal program to generate job opportunities for full-time students and certain workers who have been unemployed for at least 27 weeks. Specifically, the Department of Labor must establish and administer a jobs initiative for eligible workers (i.e., individuals who are at least 18 years of age, are authorized to be employed in the United States, have not been employed or are full-time students for at least 27 weeks, and are currently seeking or have been seeking employment for at least 4 weeks), carried out through local boards or community-based organizations. Labor shall award grants to local boards and community-based organizations to carry out jobs programs, including any added costs related to them in order to achieve economic development and job growth. Grant recipients must serve (1) high-poverty areas; or (2) areas for which the prime working-age employment-to-population ratio has been low, relative to that ratio for the United States for at least three years.
Equal Access to Justice for Victims of Gun Violence Act This bill removes limitations on the civil liability of gun manufacturers and the disclosure of gun trace data in civil actions. Specifically, the bill repeals the Protection of Lawful Commerce in Arms Act, which prohibits civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for damages resulting from the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.
Child Care for Working Families Act This bill provides funds and otherwise revises certain child care and early learning programs for low- to moderate-income families. Specifically, the bill provides funds for the Child Care and Development Block Grant program and reestablishes it as a child care and development assistance program. The bill also allocates program funds for states to provide services and supports to infants, toddlers, and children with disabilities. Further, the bill revises the program to require each state to create a tiered and transparent system for measuring the quality of child care providers, which must include evidence-based standards and payment rates that are based on a certain cost estimation model; ensure that copayments are based on a sliding scale and that no family receiving assistance pays more than 7% of its household income on child care; and use quality child care amounts for certain activities, such as increasing the supply of child care providers. The bill also provides funds and establishes grants for states to create preschool programs for low- to moderate-income children between the ages of three and five years. The Department of Health and Human Services (HHS) must make grants to Head Start agencies to provide children with access to full-school-year and full-school-day services, provide access to additional service hours for migrant and seasonal agencies, or enhance the quality of existing services. Finally, the bill requires, and provides funds for, HHS to assist Head Start agencies with ensuring their teachers and staff are paid a living wage.
Tobacco Tax Equity Act of 2021 This bill increases the excise tax on cigarettes and equalizes tax rates among all other tobacco products.
