FAIR DME Appeals Act

Maddy summaryThe FAIR DME Appeals Act allows small business suppliers of durable medical equipment to recover legal fees and litigation costs if they win an appeal against a Medicare contractor's initial denial of payment. To qualify, the supplier must prove the denial was clearly erroneous or unsupported by evidence, and the bill excludes cases where the supplier failed to provide required documentation or comply with billing rules. When a supplier wins, the contractor that made the original denial must pay the fees, though the bill requires splitting the cost evenly if another contractor later affirmed the denial. The law also prevents Medicare contractors from using standard indemnification clauses to avoid paying these fees and mandates that suppliers return any awarded fees if the appeal was obtained through fraud or bad faith.

Improving Housing Performance Act

Maddy summaryThe Improving Housing Performance Act directs the Department of Housing and Urban Development to conduct an independent study on how well manufactured homes withstand natural hazards like floods, wildfires, and hurricanes. This study will evaluate current safety standards and installation practices specifically for homes located in high-risk areas to identify ways to improve their durability and safety. Veteran Suicide Spousal Career Services Act

Maddy summaryThe Veteran Suicide Spousal Career Services Act expands eligibility for the Disabled Veterans Outreach Program to include spouses of veterans, as well as spouses of service members who died in the line of duty or by suicide related to a service-connected disability. By amending existing federal law, the bill ensures these eligible persons can access the career counseling and support services previously reserved for veterans. This change directly affects the families of those who served, allowing them to utilize the program's resources without needing to meet the veteran status requirement themselves. The legislation focuses on broadening the definition of who qualifies for assistance rather than creating new types of services or funding.

Veteran Acquired Brain Injury Caregiving Act

Maddy summaryThe Veteran Acquired Brain Injury Caregiving Act establishes a five-year pilot program allowing veterans with acquired brain injuries to use existing Veteran-Directed Care funds to hire care from specific nonprofit organizations. The Department of Veterans Affairs must select at least five medical centers to administer this program and will report annually on the number of participating veterans and nonprofits, along with an evaluation of clinical outcomes and satisfaction. Work Without Worry Act of 2026

Maddy summaryThe Work Without Worry Act of 2026 changes how the Social Security Administration evaluates disability for children who receive benefits based on a parent's work record. It allows these children to be considered disabled even if their condition started before age 22 but continued after that age, removing the requirement that they remain disabled continuously until they apply for benefits. Additionally, the bill treats a child's application for benefits as a simultaneous request for their own disability or retirement benefits if they meet specific age and insurance criteria, though they will only receive the higher payment amount. These changes apply to applications filed at least two years after the law is enacted.

Older Americans Act Reauthorization Act of 2025

Older Americans Act Reauthorization Act of 2025 This bill reauthorizes through FY2030, modifies, and establishes programs under the Older Americans Act, which supports social services and activities for individuals aged 60 years or older. Reauthorized programs and activities include the national eldercare locator service; regional aging and disability resource centers; grants to support counseling and assistance on pensions and other retirement benefits; grants to support home-delivered nutrition services (sometimes referred to as meals on wheels programs); programs to facilitate the delivery of supportive services to tribal organizations; and programs to prevent elder abuse, neglect, and exploitation.  The bill also modifies existing programs for older individuals, including by explicitly permitting states to use certain grant funds to make carryout meals available at congregate meal sites or community locations. (Some providers began offering carryout meals to seniors in response to the COVID-19 pandemic.) Further, the bill permits the Administration on Aging to establish and operate, through grants to or contracts with eligible entities, a national resource center to support growth of the direct care workforce. The center’s activities may include the provision of training and technical assistance and the promotion of strategies to recruit and retain direct care workers.  Finally, the bill establishes or reconvenes certain advisory groups, including (1) an advisory committee to provide guidance regarding the needs of older Native Americans and the implementation of related programs, and (2) a White House Conference on Aging to recommend improvements to federal programs that serve older individuals.
