HR 1190: Disclosing Foreign Influence in Lobbying Act

HR 1190, the "Disclosing Foreign Influence in Lobbying Act," amends the Lobbying Disclosure Act of 1995 to require lobbyists to disclose the name and address of any foreign government or political party (other than the client) that directs, plans, supervises, or controls their lobbying activities. This change directly affects registered lobbyists who work with foreign entities, mandating them to report these foreign influences in their filings. The key provision adds a new requirement to disclosure forms, specifying that foreign governments or political parties involved in controlling lobbying efforts must be named, even if they are not the direct client. This focuses on transparency about foreign involvement in U.S. lobbying, without altering the core lobbying registration framework.

HR 1167: Justice for Black Farmers Act of 2023

The Justice for Black Farmers Act of 2023 addresses historical discrimination against Black farmers by the USDA through several key provisions. It establishes an Equity Commission to study discrimination and recommend solutions, creates an independent Civil Rights Oversight Board to review discrimination complaints, and provides land grants of up to 160 acres to eligible Black farmers at no cost. The bill also improves access to credit for socially disadvantaged farmers, requires the USDA to collect and publish data on racial disparities in its programs, and includes protections against discriminatory practices in the livestock industry. These measures aim to increase land ownership and economic opportunity for Black farmers while addressing systemic barriers they've faced for decades.

HR 724: Arctic Refuge Protection Act

HR 724, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge in Alaska and designates approximately 1.56 million acres of the refuge's coastal plain as federal wilderness. This bill directly affects the Arctic Refuge by permanently prohibiting oil and gas leasing and development in that specific area. The key mechanism is adding the designated land to the National Wilderness Preservation System under the Wilderness Act, requiring it to be managed for its natural conditions. This change legally protects the area from future fossil fuel extraction activities.

HR 917: Protecting Military Installations from Foreign Espionage Act

HR 917, the "Protecting Military Installations from Foreign Espionage Act," requires the Committee on Foreign Investment in the United States (CFIUS) to review certain foreign-owned real estate transactions near military sites. It specifically mandates CFIUS to review any purchase or lease of property within 100 miles of a military installation or 50 miles of designated military airspace, training routes, or firing areas - *if* the foreign buyer is linked to Russia, China, Iran, or North Korea. The bill eliminates CFIUS’s discretion for these transactions, forcing automatic review. It also ties approval of energy projects near such sites to CFIUS’s conclusion on these real estate deals, requiring the Defense Secretary to delay or block projects if national security risks are identified. This directly affects foreign entities from targeted nations and streamlines security reviews for military-adjacent properties.
