INSURANCE COMMISSIONER: Provides for confidential information relative to public inspection

Maddy summaryHB 248 revises the rules for public access to insurance rates and supporting information filed with the Insurance Commissioner. While most of this information will be publicly available, insurers can mark certain data as confidential, trade secret, or proprietary. The Commissioner will decide if such marked information should be disclosed; however, if a request is made for marked information, the Commissioner must notify the insurer of their decision. Insurers then have ten days to request a hearing to challenge the Commissioner's determination, which temporarily stops the disclosure process. This ensures a review process for information designated as sensitive by insurers.

RETIREMENT/LOCAL: Provides relative to retirement for all hires in the Firefighters' Pension and Relief Fund in the city of New Orleans (OR NO IMPACT APV)

Maddy summaryHB 31 amends retirement rules for firefighters in New Orleans' Firefighters' Pension and Relief Fund, affecting all current and future members of the system. It establishes different eligibility requirements based on hire date: firefighters hired before 2015 must be age 50 with 12+ years of service, those hired in 2015-2016 must be age 52 with 12+ years, and those hired after 2016 must meet federal retirement age minus 10 years with 12+ years. The bill adjusts retirement benefit calculations to 2.5% of the firefighter's highest five-year average salary (with a 2.75% rate for 2015-2016 hires), capping benefits at 100% of that average. It also specifies that members leaving before retirement age must remain in the system until eligibility is met and outlines survivor benefit provisions.

RETIREMENT/LOCAL: Provides relative to the minimum pension for the New Orleans Firefighters' Pension and Relief Fund (OR NO IMPACT APV)

Maddy summaryHB 29 sets a minimum monthly pension of $1,200 for retired New Orleans firefighters and their surviving spouses, regardless of other pension calculations. It specifically protects active firefighters by prohibiting any increase in their required contributions to the fund due to this change. The bill amends Louisiana law to guarantee this minimum benefit level for the New Orleans Firefighters' Pension and Relief Fund. This is a straightforward policy change affecting only the specified pension fund, with no broader implications for other retirement systems.
