Maddy summaryThe Apples to Apples Comparison Act of 2026 requires the Centers for Medicare & Medicaid Services (CMS) to publish detailed, machine-readable Medicare spending data starting in 2027. This includes monthly expenditures broken down by county and metropolitan area, for multiple beneficiary categories such as those in traditional Medicare versus Medicare Advantage plans, and by enrollment status in prescription drug or supplemental coverage. The bill also mandates MedPAC to analyze spending differences between Medicare Advantage and traditional fee-for-service plans, using specific data while accounting for demographic and benefit differences. These requirements aim to increase transparency for policymakers, researchers, and the public regarding Medicare spending patterns across different regions and beneficiary groups.

Maddy summaryThe CLEAN SMART Act of 2026 establishes a Network of National Laboratories to advance scientific and technical approaches for cleaning up radioactive and hazardous waste sites from defense-related nuclear activities. The Network will develop and test new treatment technologies to reduce cleanup costs, accelerate schedules, and improve safety for sites managed by the Department of Energy's Office of Environmental Management and Office of Legacy Management. The Act authorizes $55 million annually for the Network's activities and requires annual reports to Congress on its progress. This Network will include representatives from major national laboratories and coordinate with other agencies to address environmental cleanup challenges.
Maddy summaryThe RAMP Act amends the Social Security Act to clarify that group health plans (such as employer-sponsored insurance) must be treated as the primary payer for medical services when Medicare is secondary, replacing the ambiguous term "primary plan" with "group health plan" (as defined in law). This change ensures group health plans cover costs first, preventing Medicare from paying incorrectly for services they should cover. The bill directly affects group health plans and Medicare by reducing payment errors that strain Medicare's finances. It corrects confusion in current law without creating new legal claims or altering existing Medicare coverage rules.
Maddy summaryThis bill authorizes the President to award the Medal of Honor to James Capers, Jr., for his acts of valor during the Vietnam War. It directly affects Capers, who previously received a Silver Star for these actions but was not awarded the Medal of Honor due to time limits. The key provision bypasses standard time restrictions in military award laws (10 U.S.C. §§ 8298(a), 8300) to allow the Medal of Honor award. The bill does not change existing policy but specifically enables this retroactive recognition for Capers' service.

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
Maddy summaryThis bill extends funding for family-to-family health information centers that support families navigating health systems, particularly for individuals with disabilities or chronic conditions. It authorizes two specific funding periods: partial funding for the last eight months of 2026 ($6 million annually) and $6 million each year from 2027 through 2030. The bill amends existing Social Security Act provisions to formalize these funding levels without creating new requirements or eligibility rules. It directly affects the 50+ centers currently receiving federal support under this program. The change ensures continued operation of these centers through 2030 without altering their core services.
Maddy summaryThe SOAR Permanent Authorization Act extends the District of Columbia's Scholarships for Opportunity and Results (SOAR) program permanently, replacing its temporary authorization. It allows scholarship grants to be renewed for up to five additional years without competitive bidding, expands the eligible service area to include the Washington metropolitan region (adding Maryland and Virginia counties), and updates school accreditation requirements to include U.S. Immigration and Customs Enforcement-approved bodies. The bill increases annual funding from $60 million to $75 million starting in fiscal year 2027, extends scholarships to cover pre-kindergarten, and requires more frequent program evaluations focused on student academic progress, graduation rates, and school safety comparisons. These changes directly affect D.C. students using SOAR scholarships, participating schools, and the entities administering the program.

It encourages parents to learn about school choices and urges the public to host events raising awareness about diverse education environments, including public schools, charter schools, private schools, and homeschooling. The resolution has no policy or funding impact - it is a ceremonial designation acknowledging existing annual events celebrating educational choice.
Maddy summaryThe SAVE Moms and Babies Act of 2026 prohibits the FDA from approving new abortion drugs or granting investigational exemptions for them. It requires existing approved abortion drugs to be dispensed only in-person by certified healthcare providers in clinics or hospitals (not pharmacies), mandates providers to verify pregnancy duration and handle complications, and enforces strict adverse event reporting to the FDA. The bill directly affects healthcare providers prescribing abortion drugs, patients seeking these medications, and the FDA’s regulatory authority over such drugs. Key provisions include banning use after 70 days gestation, requiring provider certification for specific medical capabilities, and mandating documentation of risks to patients.
