Create a new section of KRS Chapter 218A requiring the Cabinet for Health and Family Services to provide a copy of a patient's electronic prescription record upon request of the patient, the patient's legal guardian, or the patient's parent or legal guardian if the patient is a minor; require the cabinet to make corrections to a patient's electronic prescription record; require the cabinet to promulgate administrative regulations to implement a process for requesting records; require the cabinet to respond to a request within at least 30 days of a completed request; permit the cabinet to charge a reasonable fee for a request of a copy of a record but not for making a record correction.
