Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.

PPP Extension Act of 2021 This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19, through June 30, 2021. Currently, the program is set to expire on March 31, 2021. For the final 30 days of the program (i.e., from June 1 until June 30), the Small Business Administration (SBA) may only process applications submitted prior to June 1, and it may not accept any new loan applications. The bill also prohibits the SBA from prioritizing certain applications over others.

Home Defense and Competitive Shooting Act of 2021 This bill removes short-barreled rifles (barrels of less than 16 inches in length) from the definition of firearms for purposes of the National Firearms Act. It also eliminates the prohibition on the transportation of such rifles in interstate commerce and treats persons who acquire or possess a short-barreled rifle as meeting the registration or licensing requirements for such rifle where such requirements are determined by reference to the National Firearms Act. The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled rifles. The Department of Justice must destroy records relating to the registration of  certain rifles within one year after the enactment of this bill.

Firearms Safety Act This bill allows an individual taxpayer a new refundable tax credit for the sum of amounts paid for any gun safe and for a concealed carry firearms course or firearm safety course. The bill prohibits any requirement to provide information on firearms owned by the taxpayer.

Emmett Till and Mamie Till-Mobley and Roberts Temple National Historic Site Act This bill establishes the Emmett Till and Mamie Till-Mobley and Roberts Temple National Historic Site in Illinois as a unit of the National Park System. The purpose of the site is to preserve, protect, and interpret (1) the Great Migration, (2) the memorial service and funeral of Emmett Till, (3) the courage and activism of Mamie Till-Mobley, and (4) the civil rights movement. The National Park Service shall prepare a general management plan for the site.

Haulers of Agriculture and Livestock Safety Act of 2021 or the HAULS Act of 202 1 This bill modifies exemptions with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The bill allows the federal hours-of-service rules exemption regarding maximum driving and on-duty time for drivers transporting agricultural commodities and farm supplies to apply year-round. Current law provides an exception from the federal hours-of-service rules for the transportation of agricultural commodities within a 150 air-mile radius of the normal work reporting location only during planting and harvest periods which are determined by each state. Additionally, the Department of Transportation must revise the definition of agricultural commodity to include specific commodities that are covered by the federal hours-of-service rules exception.

Major Richard Star Act This bill allows a veteran with a combat-related disability and fewer than 20 years of creditable service to receive retirement pay, without reduction, concurrent with disability compensation.

Emergency Water Infrastructure Improvements Act of 2021 This bill provides financial support for water infrastructure. Specifically, the bill provides appropriations to the Environmental Protection Agency for grants under the drinking water state revolving fund program to address contaminants in drinking water, which may include the repair and replacement of water distribution system components. Additionally, the bill directs the Department of Commerce to provide a specified amount of funding to address contaminants in drinking water from unobligated amounts of certain funds provided for economic development assistance programs.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.

This bill waives certain eligibility requirements for hospitals participating in the 340B drug discount program (i.e., a program that allows entities to receive covered outpatient drugs at reduced prices from manufacturers) during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, the bill waives the required minimum proportion of low-income patients served for hospitals that began participating in the program during or prior to the COVID-19 emergency.
