This resolution authorizes (1) Daniel Schwager, a former employee of the Office of the Secretary of the Senate, and Nate Russell and Diego Torres, custodians of records in the Senate Recording Studio, to provide relevant testimony in the case of United States v. Steele-Smith , except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Schwager, Russell, and Torres, and any current or former officer or employee of their offices, in connection with such case.

Groseclose , except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Schwager, Russell, and Torres, and any current or former officer or employee of their offices, in connection with this case.

This resolution recognizes the long history and positive economic effects of the Social Security programs. It also expresses the belief that the Social Security and Supplemental Security Income programs should continue to be funded through mandatory spending.

Fairness for 9/11 Families Act This bill authorizes and provides funding for lump-sum catch-up payments from the United States Victims of State Sponsored Terrorism Fund to 9/11 victims, 9/11 spouses, and 9/11 dependents. The bill also rescinds specified unobligated funds that were provided to the Small Business Administration for the Paycheck Protection Program.

Kevin and Avonte's Law Reauthorization Act of 2022 This bill reauthorizes the Missing Americans Alert Program through FY2027. The program provides grants for locally based, proactive programs to prevent wandering and locate missing individuals with dementia or developmental disabilities.

Puerto Rico Nutrition Assistance Fairness Act of 2022 This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2022 or the DISCLOSE Act of 2022 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle. The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

This concurrent resolution authorizes the state of Missouri to use the rotunda of the Capitol on September 29, 2022, for a ceremony to present the statue of Harry S. Truman from the people of Missouri for placement in the rotunda.

This resolution recognizes (1) the celebration of Hispanic Heritage Month from September 15-October 15, 2022; and (2) the integral role of Latinos and their manifold heritage in the economy, culture, and identity of the United States.

This resolution (1) calls on the Members of Congress and all people of the United States to observe September 11, 2022, as a National Day of Service and Remembrance in honor of those who lost their lives or were injured in the September 11, 2001, attacks and in tribute to those who came to the aid of those in need and to the defense of the United States; and (2) recognizes the heroic actions of first responders and other citizens in New York, New York, the District of Columbia, and Shanksville, Pennsylvania.
