Transportation (Local Government)

This bill establishes a statewide urban design and specifications board within Iowa's Department of Transportation. The board will create and publish design and specifications manuals for public projects, with members representing local governments, construction groups, and industry associations. Counties and cities must pay any extra costs if they approve projects that don't follow these manuals, but property owners cannot be charged for those costs. The board must also provide cost analysis for any manual changes to help local entities plan.
