Rein in the Federal Reserve Act

Maddy summaryS 1646, the "Rein in the Federal Reserve Act," requires the Federal Reserve Board to provide detailed reports to Congress when starting emergency monetary programs like quantitative easing. The bill mandates that the Fed submit an initial report explaining the program's rationale, financial projections (including potential taxpayer losses), and a specific 3-year phaseout plan, with updated reports every 90 days until the program ends and assets are removed from its balance sheet. It also limits such programs to a maximum 1-year duration without explicit congressional approval. This directly affects the Federal Reserve's operational authority over emergency financial programs, increasing congressional oversight of monetary policy decisions.

Sporting Goods Excise Tax Modernization Act

Maddy summaryS 1649, the Sporting Goods Excise Tax Modernization Act, requires certain online marketplace platforms (like Amazon or eBay) to collect and pay the federal excise tax on sporting goods sold through their platforms, rather than individual sellers. It specifically targets platforms that host third-party listings, handle payments, and facilitate the import of goods from outside the U.S. (e.g., a platform selling a foreign-made golf club). The bill treats these platforms as the "importer and seller" for tax purposes, shifting responsibility to them for collecting the tax under Section 4161 of the tax code. This change applies to sales occurring 60 days after the bill's enactment, with exceptions if tax would otherwise apply to another party. The law aims to modernize tax collection for goods sold via digital marketplaces.

A bill to require Presidential appointment and Senate confirmation of the Inspector General of the Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection.

Maddy summarySenate Bill 1627 would require the President to nominate and the Senate to confirm the Inspector General for both the Federal Reserve Board of Governors and the Bureau of Consumer Financial Protection. Currently, these positions may not require Senate confirmation under federal law. The bill amends Title 5 of the U.S. Code to add this confirmation requirement, aligning the appointment process with other federal inspector general roles. This change directly affects how these two financial oversight positions are filled, without altering the inspectors general's duties or authority.

A resolution designating April 2025 as "Financial Literacy Month".

Maddy summaryThis Senate resolution (SRES 193) designates April 2025 as "Financial Literacy Month" to raise public awareness about the importance of personal financial education and the consequences of financial illiteracy. It does not create new laws or directly affect specific groups; instead, it calls on federal, state, local, school, nonprofit, and business entities to observe the month with educational programs. The resolution cites statistics on unbanked households, student debt, and the benefits of financial education as context, but the only action taken is the symbolic designation. This is a procedural resolution with no binding requirements.

Insurance Data Protection Act

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if the regulator complies with the Paperwork Reduction Act.

Stand with Israel Act

Maddy summaryThe Stand with Israel Act would prohibit U.S. federal funds from being used to pay the U.S. share of United Nations dues or contributions to UN programs, specialized agencies, or related entities if the UN or a UN entity expels, downgrades, or suspends Israel's membership or restricts Israel's full and equal participation as a member state. This means the U.S. government would withhold payments to the UN in cases where the UN takes such actions against Israel. The bill directly affects the Department of State and other federal agencies responsible for UN funding, requiring them to block these payments under specified conditions. It does not compel the UN to act but would prevent U.S. financial support in response to UN decisions impacting Israel's membership status.

Antisemitism Awareness Act of 2025

Maddy summaryThis bill directs the Department of Education to use the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when reviewing discrimination complaints under Title VI of the Civil Rights Act. It specifically applies to cases involving discrimination based on Jewish ancestry or ethnic characteristics in schools and programs receiving federal funding. The bill clarifies that this guidance does not expand the Department’s authority, alter existing discrimination standards, or affect First Amendment rights. It aims to ensure consistent enforcement against antisemitism in federally funded education settings, building on existing Department practices since 2019.

Interactive Federal Review Act

Maddy summaryS 1430, the Interactive Federal Review Act, requires the Transportation Secretary to encourage highway projects receiving specific federal grants (like INFRA, RAISE, or Mega grants) to use digital platforms and 3D "digital twin" models during environmental reviews under the National Environmental Policy Act (NEPA). It mandates the Secretary to publish guidance within 90 days, select at least 10 projects to demonstrate these tools, and prioritize grant applications that plan to use them. The bill also requires a report on the efficiency and community engagement benefits within 180 days, plus 5 published examples of digital workflows by the Department of Transportation. This directly affects highway project sponsors seeking federal funding under the specified grant programs.
