This resolution condemns threats to freedom of the press around the world. It also remembers the bravery of journalists and media workers around the world and those who have died carrying out their work. It calls on the President and the Department of State to build upon U.S. leadership on press freedom issues.

Respect, Advancement, and Increasing Support for Educators Act of 2022 or the RAISE Act of 2022 This bill allows eligible educators (i.e., any elementary or secondary teacher and any early childhood educator) a refundable tax credit of $1,000 plus an additional amount (based upon a specified student poverty ratio) for eligible educators employed at a qualifying school (i.e., a public elementary or secondary school that is eligible for certain federal assistance or is funded by the Bureau of Indian Education), or an early childhood education program for children receiving certain federal assistance. The bill also increases the amount of the tax deduction for the expenses of elementary and secondary school teachers and expands such credit to include early childhood educators. The bill provides additional funding to local educational agencies that maintain or increase the salaries of their teachers.
Pride in Mental Health Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing youth who are lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, or gender-variant members of indigenous communities (e.g., Two Spirit). Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants. The bill also establishes a grant program to provide mental and behavioral health resources for such youth, including trauma-informed care.
This resolution urges (1) the President to issue a proclamation recognizing Earth Day; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, uplift indigenous environmental knowledge and stewardship practices, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.
Childhood Cancer Survivorship, Treatment, Access, and Research Reauthorization Act of 2022 or the Childhood Cancer STAR Reauthorization Act This bill reauthorizes through FY2028 and modifies pediatric cancer research and related programs, including to expand collection of and access to relevant biospecimens and to support the transition of pediatric cancer survivors to primary care.
Advancing Equity Through the Arts and Humanities Act of 2022 This bill establishes an Advancing Equity Through the Arts and Humanities Program to increase engagement with public and nonprofit entities (including faith-based and community-based organizations that serve and are led by people of color) in supporting arts and humanities projects that directly combat systemic racism through the arts and humanities. The National Endowment for the Arts and the National Endowment for the Humanities shall carry out this program. The bill also provides for a competitive grant program for the creation and expansion of programs to support public and nonprofit arts and humanities organizations that directly combat systemic racism through the arts and humanities.
Pharmaceutical Research Transparency Act of 2022 This bill requires the disclosure of costs associated with clinical trials and pharmaceutical research and development. Specifically, the National Institutes of Health must create a publicly available repository of cost data from certain clinical trials that test the efficacy of drugs, biological products, and devices in human subjects. For each applicable trial, the registry must, among other information, include the total and per patient cost of the trial, as well as costs for personnel, health care services, and other categories of expenditures. Information must be added to the registry within one year of the trial's completion. The bill also requires drug manufacturers to include their research and development expenditures for drugs and biological products in annual disclosures made to the Securities and Exchange Commission.
Discounted Drugs for Clinical Trials Act This bill allows researchers to obtain certain high-cost drugs and biologics at discounted prices from manufacturers. Researchers must apply to the Food and Drug Administration for approval; manufacturers must sell the approved quantity of drugs to researchers at the discounted price and are subject to civil actions from researchers for noncompliance.
Food before Fuel Act This bill revises the renewable fuel program to eliminate the annual renewable fuel standard. The existing standard requires 36 billion gallons of renewable fuel that is produced from renewable biomass to be blended into transportation fuel by 2022. The renewable fuel standard includes fuels that are produced from renewable biomass, such as corn. The bill would not affect the standards under the program for advanced biofuel, cellulosic biofuel, or biomass-based diesel.
Targeting Resources for Equitable Access to Treatment for Long COVID Act or the TREAT Long COVID Act This bill requires the Department of Health and Human Services to award competitive grants to create or expand the capacity of clinics that treat patients with persistent, long-term symptoms following recovery from acute COVID-19 (i.e., Long COVID). Eligible recipients include federally qualified health centers, rural health clinics, urban Indian health centers, and state and local health departments.
