Air America Act of 2022 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950, and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

USA Civics Act of 2022 This bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics and History Education Program. The bill authorizes the Department of Education to award grants to institutions of higher education (IHEs) at least once every three years to establish or strengthen academic programs to promote American political thought and history and the history, achievements, and impact of American representative democracy and constitutional democracies globally. Currently, these grants are awarded to IHEs for three years and are focused on traditional American history and the history and achievements of Western civilization. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources.

INvestor Democracy is EXpected Act or the INDEX Act This bill establishes guidelines for passively managed funds (e.g., index funds) that vote shares on behalf of fund investors in proxy shareholder votes. Under the bill, these funds generally must vote shares on a proportional basis according to instructions from fund investors. The bill establishes an exemption for routine matters and matters requiring approval of a majority of outstanding securities. Additionally, the bill establishes a safe harbor from these requirements for investment advisers.

Public Safety Officer Support Act of 2022 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers and survivors of public safety officers who suffer from post-traumatic stress disorder, acute stress disorder, or a trauma and stress-related disorder following an exposure to one or more traumatic events while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who die or become disabled as a direct and proximate result of a personal injury in the line of duty.

Civics Secures Democracy Act This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs, reauthorizing various programs, and creating the Civics Secures Democracy Fund. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics and History Education Program. The bill revises the grant program to authorize ED to award grants to IHEs at least once every three years to establish or strengthen academic programs to promote American political thought and history and the history, achievements, and impact of American representative democracy and constitutional democracies globally. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. The bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels. The bill also establishes the Civics Secures Democracy Fund, through which funds shall be made available to carry out provisions of the bill. The bill transfers certain unobligated COVID relief funds to the fund.

Protecting our Servicemembers through Proven Methods Act of 2022 This bill requires the Department of Defense (DOD) to include in its annual primary prevention research agenda additional elements related to sexual assault, sexual harassment, and domestic violence. The bill also requires the Government Accountability Office to (1) compare DOD's sexual harassment and prevention training with similar programs at other federal departments and agencies, and (2) prepare a report on the findings.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.

Customs Trade Partnership Against Terrorism Pilot Program Act of 2021 or the CTPAT Pilot Program Act of 2021 This bill requires the Department of Homeland Security to carry out a pilot program that assesses whether allowing certain entities to participate in the Customs Trade Partnership Against Terrorism (CTPAT) would enhance port security, combat terrorism, prevent supply chain security breaches, or otherwise meet the goals of CTPAT. Such entities are (1) non-asset-based third-party logistics providers that arrange international freight transportation and are licensed by the Department of Transportation; or (2) asset-based third-party logistics providers that facilitate cross-border activity, are licensed or bonded by specified federal agencies, and execute logistics services using their own warehousing assets and resources. The bill requires the Government Accountability Office to report on the effectiveness of CTPAT.

This joint resolution nullifies the interim final rule submitted by the Department of Justice and the Department of Homeland Security and published on March 29, 2022, concerning procedures for the consideration of asylum claims and other related issues. (Among other changes, the interim final rule requires an asylum seeker subject to expedited removal to be screened by an asylum officer for a credible fear of persecution or torture, rather than a credible fear of persecution, reasonable possibility of persecution, or reasonable possibility of torture.)

Protecting America from Narcotics and Illicit Chemicals Act of 2022 or the PANIC Act of 2022 This bill expands the definition of major illicit drug producing country to include a country that is a direct source of certain drugs (or precursor chemicals for producing such drugs) that are significantly affecting the United States. (Under current law, a country designated a major illicit drug producing country may be eligible for certain U.S. foreign assistance, including transfers of excess defense articles. However, a designated country that fails to adhere to commitments related to drug control measures may be barred from receiving other forms of foreign assistance and may also be subject to trade restrictions.)
