Taylor Force Martyr Payment Prevention Act of 2021 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.

Charlotte Woodward Organ Transplant Discrimination Prevention Act

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services or before a federal court. The bill provides for expedited resolutions of these claims.

A resolution expressing support for the goals of National Adoption Month and National Adoption Day by promoting national awareness of adoption and the children waiting for adoption, celebrating children and families involved in adoption, and encouraging the people of the United States to secure safety, permanency, and well-being for all children.

Maddy summaryThis Senate resolution (SRES 464) expresses symbolic support for National Adoption Month (November) and National Adoption Day (November 20), encouraging public awareness of children awaiting adoption. It does not create new laws or allocate funding but urges U.S. citizens to consider adoption and support efforts to provide safety and permanency for children in foster care. The resolution highlights challenges like the pandemic's impact on foster care systems while affirming that every child deserves a permanent family. It directly affects no specific group through policy changes - it is a non-binding statement of support endorsed by 30+ senators.

Improving Memphis' Supply Chain Act

Improving Memphis' Supply Chain Act This bill requires the Department of Transportation (DOT) to undertake a process, in coordination with the Federal Maritime Commission, to create a voluntary chassis pool operated by a private sector contractor at the rail ramps near Memphis, TN. (Chassis are special trailers used to transport shipping containers.) DOT must solicit proposals from contractors to develop a model for operating such a pool. The proposals must address, among other matters, a sustainable fee structure, estimates of the number of chassis needed in the pool, and real property necessary to operate the pool. If any contractors submit satisfactory proposals, DOT must (1) contract with one of them to operate the pool, and (2) evaluate the effectiveness of the pool within one year of its implementation. In the event there are no satisfactory proposals submitted, DOT must provide Congress with alternative options to improve the availability of chassis at the rail ramps.

The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed in the line of duty or permanently disabled as a result of catastrophic injuries sustained in the line of duty. Among the changes, the bill expands the public safety officers eligible for coverage under the PSOB program to include firefighters whose primary duty during an emergency response is to secure the scene or manage traffic and cadets or trainees in candidate-officer training; extends coverage under the PSOB program to certain public safety officers responding outside their jurisdiction; increases the interim benefit amount payable on a claim for death benefits and requires the interim amount to be adjusted annually for inflation; increases the benefit amount payable on a death or disability claim that has been pending for more than 365 days on the date of the final determination; allows the Department of Justice (DOJ) to use investigative tools, including subpoenas, to expedite the processing of claims and obtain information or documentation from third parties (e.g., public agencies); specifies that an injury resulting from a neurocognitive disorder qualifies as a catastrophic injury for the purposes of disability benefits; requires (currently, authorizes) DOJ to provide retroactive education benefits to qualifying children and spouses; specifies that hearing officers appointed to review claims are special government employees (i.e., employees who perform temporary duties for a limited period of time) and are authorized to conduct examinations; allows responders to the World Trade Center or their surviving family members to file claims for death or disability benefits in certain circumstances; and extends the period during which public safety officers who die or become injured as a result of COVID-19 are eligible for benefits.
