Putting Veterans First Act of 2025

Maddy summaryThe Putting Veterans First Act of 2025 protects veterans, military spouses, caregivers, survivors, and reserve component members who work in federal civil service. It requires the reinstatement of those removed, demoted, or suspended between January 20, 2025 and the bill's enactment date, with back pay and restored benefits. The bill also establishes protections against future removals without proper justification, mandates regular reporting on military community employment, and restricts changes to VA operations like office closures, hiring freezes, and telework policies without congressional notice. Safe Schools Improvement Act

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits). Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Women's Retirement Protection Act

Maddy summaryThe Women's Retirement Protection Act (S 988) requires spousal consent for certain distributions from defined contribution retirement plans (like 401(k)s), addressing a gap where these common plans currently lack protections for spouses that traditional pension plans provide. It aims to protect women's retirement savings during divorce, when retirement accounts are often the largest asset divided. The bill also authorizes $100 million annually for grants to improve financial literacy among women and assist low-income women and domestic violence survivors in obtaining retirement benefits through divorce. These provisions directly affect millions of women who face retirement income gaps due to the gender pay gap and caregiving responsibilities.

Deliver for Democracy Act

Maddy summaryThis bill requires the Postal Regulatory Commission to block any new periodical mail rate increases unless the U.S. Postal Service (USPS) meets strict on-time delivery targets for periodicals (like newspapers). Specifically, USPS must achieve either 95% on-time delivery or a 2-point improvement over its best prior year’s performance. It also mandates annual public reports from the Postmaster General tracking periodical delivery performance (including in-county/out-of-county newspaper mail), with flexibility if data collection proves impractical. Additionally, the bill directs the GAO to study alternative pricing models to improve financial outcomes for USPS services that don’t cover their costs.

Mining Waste, Fraud, and Abuse Prevention Act of 2025

Maddy summaryThe Mining Waste, Fraud, and Abuse Prevention Act of 2025 establishes new fees and royalties for hardrock mining operations on federal land. Mining claim holders must pay $200 annually per claim, and operators pay a 5-8% royalty on mineral production. The bill creates a Hardrock Minerals Reclamation Fund to which these fees and royalties will be deposited for reclaiming abandoned mine sites. It also establishes new permit requirements for mineral exploration and mining, along with financial assurance requirements to ensure reclamation. These provisions directly affect mining operators on federal lands, requiring them to comply with new fee structures, permit processes, and reclamation obligations.

A concurrent resolution recognizing the essential work of the League of Oregon Cities.

Maddy summaryThis concurrent resolution (SCONRES 10) is a symbolic recognition of the League of Oregon Cities' 100-year history (since 1925). It honors the organization for its advocacy on behalf of Oregon's 241 cities - representing 70% of the state's population - and its role in supporting federal policy efforts related to infrastructure, pandemic relief, and community development. The resolution does not create new laws or alter funding; it solely commemorates the League's historical contributions through past advocacy on issues like the CHIPS Act, Infrastructure Investment Act, and pandemic recovery funds. It is a non-binding expression of congressional support, not a policy change affecting any entity.

Tariff Transparency Act of 2025

Maddy summaryThe Tariff Transparency Act of 2025 requires the U.S. International Trade Commission to investigate and report on the economic impacts of tariffs imposed on imports from Mexico and Canada, including the 25% duties on general goods and 10% duties on Canadian energy imports. The report must assess how these tariffs affected consumer prices for everyday items like food, energy, medical goods, and vehicles, as well as the consequences of retaliatory tariffs from Mexico and Canada on U.S. consumers, farmers, and small businesses. It also evaluates how ongoing tariff uncertainty impacts business investment, job creation, and operations across key sectors like manufacturing and agriculture. The Commission must submit this detailed report to Congress within one year of the bill’s enactment, excluding confidential business information.

Stop Predatory Investing Act

Maddy summaryThis bill disallows tax deductions for interest and depreciation on rental properties owned by individuals or entities holding 50 or more single-family homes (defined as properties with four or fewer units). It directly affects large-scale landlords, including corporations or investors who own extensive rental portfolios, by removing these deductions from taxable income. Exceptions apply if the property is sold to an individual for their primary residence or to a qualified nonprofit organization focused on affordable housing (like community land trusts or housing nonprofits). The law aims to limit tax benefits for investors who own many rental homes, while preserving deductions for sales that support housing affordability. It takes effect for taxable years after enactment.
