Water for Conservation and Farming Act This bill establishes a funding source for certain water resources development projects in western states. The bill also reauthorizes and expands existing water resources development programs, as well as establishes new programs. Specifically, the bill establishes the Bureau of Reclamation Infrastructure Fund to fund water-related programs, including water reclamation and reuse projects, dam safety projects, and the WaterSMART program (which provides assistance to eligible government entities to increase water supply). Each year from FY2031-FY2061, the Department of the Treasury must deposit $300 million of revenues into this fund that would otherwise be deposited into the Reclamation Fund (which currently funds irrigation works in western states). The bill also expands the allowable uses for grants under the WaterSMART program. Next, the bill revises the Reclamation Climate Change and Water program (which assesses the impact of climate change on water supplies) by requiring Reclamation to develop a strategy to address sustaining native biodiversity during periods of drought. The bill also reauthorizes through FY2028 the Fisheries Restoration and Irrigation Mitigation program (which funds fish passage projects in certain areas that drain into the Pacific Ocean). Finally, the bill establishes new programs directed at western states to provide assistance to agricultural producers to create and maintain waterbird and shorebird habitats, award grants to eligible government entities and nonprofit conservation organizations for habitat restoration projects that improve watershed health, and prepare plans to sustain the survival of critically important fisheries during periods of drought.

Locked Out Workers Healthcare Protection Act This bill prohibits an employer from terminating or altering the employer-provided health insurance coverage of an employee during the period that the employer is taking action to lock out, suspend, or otherwise withhold employment from the employee in order to influence the position of such employee or the representative of such employee in collective bargaining prior to a strike. An employer that violates this prohibition is generally subject to a maximum civil penalty of $75,000 for each violation.
National Wildland Fire Risk Reduction Program Act of 2022 This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life, property, and natural resources from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to enhance community resilience to wildland fires, to prevent and mitigate wildland fire and associated smoke impacts and to restore natural fire regimes in fire-dependent ecosystems; and improve the understanding and mitigation of the impacts of climate change, drought, and climate variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the National Institute of Standards and Technology (NIST) shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of NIST, the National Science Foundation, the National Oceanic and Atmospheric Administration, the Federal Emergency Management Agency, the National Aeronautics and Space Administration, the Environmental Protection Agency, and the Department of Energy with respect to the program.
Age 21 Act This bill raises the minimum age to purchase a large capacity ammunition feeding device or semiautomatic assault weapon from 18 to 21 years of age.
Sustaining Our Democracy Act This bill establishes and provides funds through FY2032 for the State Election Assistance and Innovation Trust Fund for purposes of promoting election activities. Specifically, the bill establishes the Democracy Advancement and Innovation Program, through which the Office of Democracy Advancement and Innovation (also established by this bill) shall make allocations to states for carrying out democracy promotion activities. These activities include improving the administration of federal elections, recruiting and training nonpartisan election officials and poll workers, and increasing voting access. The bill requires each state, in order to receive allocated funds, to (1) submit a plan for approval that describes how the state will distribute resources and carry out democracy promotion activities, and (2) establish uniform and nondiscriminatory state-based administrative complaint procedures. The bill prohibits states from using funds for certain activities, including any activity that diminishes the ability of any eligible voter to participate in the electoral process.
Greatest Generation Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

The bill also denies certain other tax benefits in connection with the invasion of Ukraine, including any tax treaty benefits and exemptions from withholding requirements. The bill suspends tax information exchanges for Russia and Belarus under a tax treaty or an intergovernmental agreement during the period of the Ukraine invasion.
Secure Research Data Network Act This bill establishes a Secure Research Data Network (SRDN) pilot program in the National Science Foundation (NSF). The NSF shall direct the SRDN to carry out specified responsibilities, including supporting governmentwide evidence-building activities to support policymaking including implementation of agency multiyear evidence-building plans, deploying and operating a SRDN platform for authorized analysts to calculate statistics on data for evidence-building activity purposes using data assets made available by reporting entities for approved projects, and consulting with the National Artificial Intelligence Research Resource Task Force and considering how to integrate the Task Force's recommendations and road map for expanding access to critical artificial intelligence resources and educational tools into the SRDN. The NSF shall direct the SRDN to develop a plan for and operate a data quality service team who will help reporting entities evaluate their data and prepare it for use with the SRDN platform to achieve approved project goals. The NSF shall establish a SRDN Advisory Board. The Government Accountability Office shall conduct an evaluation of the SRDN pilot program.
