Professionalizing the Sexual Assault Response Coordinator Act of 2021 This bill requires the Department of Defense (DOD) to submit a report on establishing a Sexual Assault Response Coordinator (SARC) Military Occupational Specialty (MOS). The report must include a recommendation on the required rank and experience of a SARC MOS. DOD must brief the congressional defense committees on the report.

Crime Gun Tracing Modernization Act of 2021 This bill requires the National Tracing Center within the Bureau of Alcohol, Tobacco, Firearms and Explosives to establish and maintain an electronic, searchable database of records related to certain firearms transactions.
Voters on the Move Registration Act of 2021 This bill requires the Consumer Financial Protection Bureau to develop, and specified agencies to distribute, a statement providing individuals with information on how to register to vote and their voting rights. This information must be provided to individuals upon their participation in certain rental assistance programs or application for certain residential mortgages.
Build Local, Hire Local Act This bill imposes various requirements on certain federally assisted infrastructure projects. The bill also creates infrastructure-related grant programs and establishes the Buy America Bureau. Such federally assisted infrastructure projects must (1) employ a certain percentage of local workers to the maximum extent practicable; and (2) prioritize hiring certain individuals, such as veterans and those facing barriers to employment. A certain percentage of funds for these projects must be used for contracts with small businesses that have fewer than 10 employees. When applying for a contract, grant, or loan related to a project, the applying entity must disclose whether there are any rulings, such as a civil judgment, finding that the entity has violated certain federal labor and occupational safety laws in the last three years. In addition, the Department of Transportation must award grants to entities in disadvantaged and underserved communities for infrastructure projects that create connected, economically prosperous, and environmentally healthy communities. Further, the Department of Labor must provide grants to workforce development boards and industry partnerships for job training programs to train certain groups, such as individuals with barriers to employment, for jobs in targeted infrastructure industries. The bill also establishes the Buy America Bureau within the Department of Commerce to oversee project compliance with existing laws that require the use of U.S.-made materials in certain federally funded projects.
Surviving Widow(er) Income Fair Treatment Act of 2021 or the SWIFT Act This bill modifies eligibility requirements and increases Social Security survivor benefits for widows, widowers, and surviving divorced spouses of a deceased worker. Specifically, the bill makes widow and widower's benefits available to disabled individuals at any age, whereas currently the benefits are limited to such individuals between ages 50 to 60. In addition, provisions reducing benefits in various instances, such as when a beneficiary is entitled to multiple types of benefits, shall not apply to widow and widower's benefits for individuals with disabilities. Additionally, the bill raises the upper age limit for determining whether a beneficiary has a child in his or her care from 16 to 18 years (or 19, if the child is a full-time elementary or secondary school student). An individual with a child in care may receive increased benefits in specified instances. The bill also increases various limits on widow and widower's benefits in certain instances and modifies the calculation for increased benefits for individuals who choose to delay receiving such benefits. For current beneficiaries, increases in Social Security benefits under this bill shall not affect the beneficiary's eligibility or benefit amount for any federal assistance program.
COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes. DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.
Resilient Highways Act of 20 21 This bill addresses projects to improve the resiliency of federal-aid highways, bridges, and tunnels on and off the National Highway System. Specifically, the bill allows states to use up to 15% of funds apportioned under the national highway performance program for projects to mitigate the risk of recurring damage or the cost of future repairs from extreme weather, flooding, and other natural disasters on infrastructure that is part of the National Highway System; provides for a maximum federal cost-share of up to 100% for these projects; and authorizes emergency relief funds to be used to pay for these projects, including raising roadway grades, deepening channels to prevent flooding, improving drainage, and stabilizing slopes.
Helping American Victims Afflicted by Neurological Attacks Act of 2021 or the HAVANA Act of 2021 This bill specifically authorizes the Central Intelligence Agency, the Department of State, and other agencies to provide payments to agency personnel who incur brain injuries from hostilities while on assignment. Specifically, the bill allows agency personnel and their families to receive payments for brain injuries that are incurred (1) during a period of assignment to a foreign duty station; (2) in connection with war, insurgency, hostile acts, terrorist activity, or other agency-designated incidents; and (3) not as the result of willful misconduct. The bill's authority applies to injuries incurred before, on, or after the date of the bill's enactment. Agencies must submit classified reports on the bill's implementation, including the number of payments made and the amount of each payment. Since 2016, some intelligence, diplomatic, and other governmental personnel have reported experiencing unusual cognitive and neurological impairments while on assignment (particularly abroad), the source of which is currently under investigation. Symptoms were first reported by personnel stationed in Cuba and have since been collectively referred to as Havana Syndrome .
Filipino Veterans Family Reunification Act of 2021 This bill exempts from worldwide or numerical limitations certain family-sponsored immigrant visas for the sons and daughters of Filipino World War II veterans who were naturalized under certain laws providing for naturalization for service during World War II.
This bill authorizes the President to issue a posthumous honorary commission promoting Lieutenant General Frank Maxwell Andrews, U.S. Army, to the grade of general.
