Protecting Access to Ground Ambulance Medical Services Act of 2025

Maddy summaryThis bill delays Medicare payment changes for ground ambulance services until 2028 and adds temporary rate increases during a transition period. It directly affects Medicare beneficiaries using ambulance services and ambulance providers who bill Medicare, particularly in rural areas. Key provisions extend the effective date for payment adjustments from October 2025 to January 2028 and establish temporary payment rates: 26.7% for super-rural ambulance services and 4.3% or 3.4% for regular ground ambulance services during the transition period (October 2025-January 2028). These changes aim to prevent sudden payment cuts that could disrupt access to ambulance care.

Therapeutic Fraud Prevention Act of 2025

Maddy summaryThis bill bans the commercial provision of conversion therapy - defined as paid attempts to change a person's sexual orientation or gender identity - as it is deemed ineffective and harmful. It directly affects therapists, clinics, and any commercial entity offering such services, while exempting gender transition support and non-discriminatory counseling. Key mechanisms include prohibiting paid conversion therapy, banning deceptive advertising (e.g., claiming it’s harmless), and empowering the Federal Trade Commission and state attorneys general to enforce penalties. The law focuses on preventing fraud by stopping profit-driven practices with no scientific basis, aligning with professional consensus on the risks.

Tax Relief for New Businesses Act

Maddy summaryThis bill, S 1613 (Tax Relief for New Businesses Act), simplifies tax deductions for new businesses forming corporations or partnerships. It combines "start-up" and "organizational" expenses into one deductible category, increasing the annual deduction limit from $5,000 to $50,000 (and the phaseout threshold from $50,000 to $150,000). It also creates special rules allowing new businesses to treat start-up/organizational losses separately when calculating net operating loss carryforwards, with more favorable tax treatment for these losses. The changes apply to expenses paid or incurred in taxable years beginning after December 31, 2025.

A bill to amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Equality Act

Maddy summaryThe Equality Act (S 1503) amends existing civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands the definition of "sex" in federal civil rights laws to include sexual orientation and gender identity, clarifying that discrimination based on these factors is prohibited under current law. The bill directly affects individuals, businesses, government entities, and service providers by requiring compliance with these expanded anti-discrimination protections. It does not create new rights but makes clear that existing protections against sex discrimination already cover sexual orientation and gender identity, as affirmed by the Supreme Court in Bostock v. Clayton County. The legislation aims to provide consistent nationwide protections against discrimination that LGBTQ+ people have historically faced in key areas of public life.

Medicare for All Act

Maddy summaryThe Medicare for All Act would establish a government-run health insurance program providing comprehensive coverage to all U.S. residents, replacing current private insurance, Medicare, and Medicaid. The program would cover all medically necessary services including hospital care, prescription drugs, dental, vision, mental health, and reproductive care without patient cost-sharing (except for limited prescription drug cost-sharing under specific conditions). It would prohibit private insurers from selling duplicate coverage and require employers to stop providing duplicate benefits, while allowing supplemental coverage for additional services not included in the core benefits package. The bill includes a transition period with immediate coverage for children and a gradual phase-in for full implementation, with benefits first available for most individuals in 2027. The program would be funded through a new Medicare for All Trust Fund, consolidating current health care program revenues.
