CDFI Crisis Fund Act

CDFI Crisis Fund Act This bill establishes the CDFI National Crisis Fund. The fund is authorized to make grants to community development financial institutions (CDFIs) providing financial products as emergency assistance to small businesses and low-income populations in certain circumstances. Furthermore, the fund is triggered by certain emergency declarations, including the COVID-19 emergency period; certain disaster declarations; a specified increase in a statewide unemployment rate; or a specified increase in the nationwide unemployment rate. Specified amounts in the fund are set aside for grants to Native and minority CDFIs. The Government Accountability Office must report on the impact of the fund and provide recommendations.

RAISE Act of 2022

Respect, Advancement, and Increasing Support for Educators Act of 2022 or the RAISE Act of 2022 This bill allows eligible educators (i.e., any elementary or secondary teacher and any early childhood educator) a refundable tax credit of $1,000 plus an additional amount (based upon a specified student poverty ratio) for eligible educators employed at a qualifying school (i.e., a public elementary or secondary school that is eligible for certain federal assistance or is funded by the Bureau of Indian Education), or an early childhood education program for children receiving certain federal assistance. The bill also increases the amount of the tax deduction for the expenses of elementary and secondary school teachers and expands such credit to include early childhood educators. The bill provides additional funding to local educational agencies that maintain or increase the salaries of their teachers.

Pecos Watershed Protection Act This bill withdraws identified federal land in the Pecos River watershed in New Mexico from entry, appropriation, or disposal under the public land laws; location, entry, and patent under the mining laws; and disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.

Chronic Wasting Disease Research and Management Act of 2022

Chronic Wasting Disease Research and Management Act of 2022 This bill directs the Department of Agriculture (USDA) to address chronic wasting disease afflicting deer, elk, and moose populations. Specifically, the bill directs USDA to establish a program to research and manage the disease. Under the program, USDA must offer to enter into agreements with state or tribal wildlife agencies and departments of agriculture, institutions of higher education, and research centers to support research on the transmission of, resistance to, and diagnosis of the disease. In addition, USDA must offer to enter into agreements with such agencies and departments to support state and tribal efforts to develop and implement management strategies that address the disease. USDA must also develop and maintain materials to inform the public on chronic wasting disease and techniques to help prevent the spread of the disease. In addition, USDA must solicit public feedback on potential updates and improvements to standards of the chronic wasting disease herd certification program.

Humanitarian Standards for Individuals in U.S. Customs and Border Protection Custody Act

Humanitarian Standards for Individuals in U.S. Customs and Border Protection Custody Act This bill imposes requirements and standards related to the care of aliens in U.S. Customs and Border Protection (CBP) custody. CBP must conduct an initial health screening of each individual in custody to identify those with acute conditions and high-risk vulnerabilities and to provide appropriate healthcare. CBP must conduct the screening within 12 hours of each individual's arrival at a CBP facility, and within 6 hours for certain priority individuals such as children and individuals with disabilities. The bill imposes various requirements related to providing such screenings, such as providing interpreters, chaperones, and mental health treatment when necessary. CBP must ensure detainees have access to drinking water, toilets, sanitation facilities, hygiene products, food, and shelter. The bill imposes certain standards relating to such requirements, such as the minimum amount of drinking water for each detainee and the acceptable temperature range of the shelters. The Department of Homeland Security (DHS) must enter into memoranda of understanding with various government agencies to address instances when surge capacity is necessary. The DHS Office of the Inspector General must conduct unannounced inspections of ports of entry, border patrol stations, and detention facilities and report the results to Congress. The Government Accountability Office must assess CBP's management of such facilities, whether CBP and DHS processes are in compliance with this bill's requirements, and the behavior of CBP personnel in carrying out this bill. DHS shall publicly release on its website, on a quarterly basis, aggregate data on complaints of sexual abuse at CBP facilities.
