CONTRACT Act of 2021

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2021 or the CONTRACT Act of 2021 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the Social Security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Veterans Affairs relating to "Reproductive Health Services".

This joint resolution nullifies the interim final rule issued by the Department of Veterans Affairs (VA) titled Reproductive Health Services and published on September 9, 2022. The rule authorizes the VA to provide certain abortion-related care to veterans. The rule also applies to such care provided to beneficiaries covered under the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA).

The resolution condemns (1) the brutal beating and death of Mahsa Amini; and (2) the violent suppression by the Iranian regime of women and men participating in the current demonstrations, including children. The resolution calls for transparent accountability for all killings of protesters by Iranian security forces. Finally, the resolution encourages continued efforts by the Biden Administration to respond to the protests, including the recent sanctioning of the Iranian morality police.

Abandoned Well Remediation Research and Development Act

Abandoned Well Remediation Research and Development Act This bill requires the Department of Energy to establish a research, development, and demonstration program with respect to (1) data collection on the location of abandoned oil or gas wells; (2) the plugging, remediation, reclamation, and repurposing of the wells; and (3) strategies to mitigate potential environmental impacts of documented and undocumented abandoned wells.

A bill to amend the Federal Credit Union Act to provide a sunset for certain ways in which credit unions may be Agent members of the National Credit Union Administration Central Liquidity Facility.

This bill temporarily provides the National Credit Union Administration Board with discretion in determining the amount of capital stock in the National Credit Union Administration Central Liquidity Facility required for a corporate credit union to become an agent member of the facility. The facility serves as a liquidity lender to member credit unions.

NO RUSSIA Act of 2022

National Opportunity to Restore Uranium Supply Services In America Act of 2022 or the NO RUSSIA Act of 2022 This bill provides statutory authority (and reallocates funding) for the Office of Nuclear Energy to establish a strategic reserve of uranium to ensure the availability of domestic supplies of uranium. The bill also requires the office to establish another program to support domestic production, conversion, and enrichment of uranium for nuclear reactors and eliminate reliance on Russian uranium. The office may not source uranium for the reserve or the program from companies that are controlled by, owned by, or otherwise affiliated with China or Russia.

A bill to provide for rental assistance for homeless or at-risk Indian veterans, and for other purposes.

This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indian veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) must use at least 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Consumer and Fuel Retailer Choice Act of 2022

Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.
