Cannabidiol and Marihuana Research Expansion Act This bill establishes a new, separate registration process to facilitate research on marijuana. Specifically, the bill directs the Drug Enforcement Administration (DEA) to follow specified procedures to register (1) practitioners to conduct marijuana research, and (2) manufacturers to supply marijuana for the research. The bill allows certain registered entities (including institutions of higher education, practitioners, and manufacturers) to manufacture, distribute, dispense, or possess marijuana or cannabidiol (CBD) for the purposes of medical research. Additionally, the bill directs the DEA to register manufacturers and distributors of CBD or marijuana for the purpose of commercial production of an approved drug that contains marijuana or its derivative. Finally, the bill includes various other provisions, including provisions that require the DEA to assess whether there is an adequate and uninterrupted supply of marijuana for research purposes; prohibit the Department of Health and Human Services (HHS) from reinstating the interdisciplinary review process for marijuana research; allow physicians to discuss the potential harms and benefits of marijuana and its derivatives (including CBD) with patients; and require HHS, in coordination with the National Institutes of Health and relevant federal agencies, to report on the therapeutic potential of marijuana for various conditions such as epilepsy, as well as the impact on adolescent brains and on the ability to operate a motor vehicle.

Mental Health Excellence in Schools Act This bill establishes a program to expand the mental health services workforce in schools. Specifically, the bill requires the Department of Education to contract with graduate institutions to pay a share of the cost of attendance for graduate students pursuing careers in the school-based mental health profession (e.g., school counseling). Additionally, the bill requires an independent national evaluation of the outcomes and effectiveness of the program.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Tribal Health Data Improvement Act of 2021 This bill expands tribal access to public health care data and public health surveillance programs. It also reauthorizes through FY2025 the National Center for Health Statistics, which is part of the Centers for Disease Control and Prevention (CDC), and requires the CDC to take certain actions to address the collection and availability of health data for American Indians and Alaska Natives. Specifically, the Department of Health and Human Services must (1) establish a strategy for providing data access to Indian tribes and tribal epidemiology centers; and (2) make available all requested data related to health care and public health surveillance programs and activities to the Indian Health Service, tribes, tribal organizations, and tribal epidemiology centers. Next, the CDC must make grants to and enter into contracts with tribes, tribal organizations, and tribal epidemiology centers for data collection and related activities. Among other activities, the CDC must (1) develop guidance for state and local health agencies to improve birth and death record data for American Indians and Alaska Natives; (2) enter into cooperative agreements with tribes, tribal organizations, urban Indian organizations, and tribal epidemiology centers to analyze and address certain inaccuracies related to records for American Indians and Alaska Natives; (3) adopt uniform standards for the collection of health data on race and ethnicity; and (4) encourage states to enter into data sharing agreements with tribes and tribal epidemiology centers to improve the quality and accuracy of health data.

This concurrent resolution expresses the sense of Congress that (1) it opposes the establishment of a new Palestinian consulate in Jerusalem, (2) any establishment of a new consulate or diplomatic mission in Jerusalem should not move forward without congressional approval through the passage of new legislation, and (3) the presence of a United States diplomatic mission devoted to a non-state actor in Israel's sovereign capital would be an affront to the territorial integrity of a long-standing U.S. partner and ally.

Employee Rights Act This bill makes various changes with respect to the collective bargaining process and labor relations. For example, the bill permits an employer to refuse to collectively bargain with a union within 90 days prior to the expiration of a collective bargaining agreement if the employer receives evidence that the majority of the employees in the bargaining unit do not support the union. The bill requires support from a majority of the employees in the bargaining unit (not just a majority of the employees voting) when electing union representation. The bill also requires unions to provide bargaining unit employees with the right to vote by secret ballot, including when voting whether to engage in a strike or refusal to work. Further, union dues, fees, assessments, and other contributions may be used for only collective bargaining or contract administrative functions. Additionally, the bill establishes a process for nullifying executive orders that the Office of Management and Budget determines are likely to result in an employer ordering a plant closure or mass layoff.

This resolution expresses that the Senate encourages the President of the United States to support the transfer of aircraft, such as MiG-29s, and air defense systems to Ukraine; supports continued efforts by members of the North Atlantic Treaty Organization and other countries around the globe to identify additional aviation and air defense capabilities to transfer to the Armed Forces of Ukraine; and stands with Ukrainian President Volodymyr Zelensky and the people of Ukraine in their struggle against Russian aggression.
