VA FOIA Reform Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish and implement a plan for reducing its backlog of requests under the Freedom of Information Act (FOIA). The VA must request that the Office of Government Information Services of the National Archives and Records Administration conduct an assessment of the VA's compliance with FOIA. Finally, the VA must submit an annual report on its FOIA compliance efforts and make such reports available on its website.

International Cybercrime Prevention Act This bill makes changes to the federal statutory framework commonly known as the Computer Fraud and Abuse Act, which criminalizes various categories of computer-related conduct by individuals who act without authority or in excess of authorization. The bill broadens the scope of prohibited conduct and expands federal enforcement authorities with respect to existing computer fraud and abuse offenses. The bill also creates a new, related criminal offenses for aggravated damage to a critical infrastructure computer and trafficking in botnets.
Facilitating American-Built Semiconductors Act or the FABS Act This bill allows a new tax credit for investment in a semiconductor manufacturing facility and semiconductor manufacturing property.
Senior Legal Hotline Act of 2021 This bill permits the Administration on Aging to award competitive grants to certain nonprofit organizations or partnerships to establish or maintain statewide senior legal hotlines to provide free services to older individuals.
Taiwan Defense Act of 2021 This bill establishes that it shall be U.S. policy to maintain the ability of the U.S. Armed Forces to defeat attempts by China to invade and seize control of Taiwan before U.S. forces can respond effectively.
Hearing Protection Act This bill removes silencers from the definition of firearms for purposes of the National Firearms Act. It also treats persons acquiring or possessing a firearm silencer as meeting any registration and licensing requirements of such Act. The Department of Justice must destroy certain records relating to the registration, transfer, or making of a silencer. The bill also revises the definitions of firearm silencer and firearm muffler under the federal criminal code and includes such items in the 10% excise tax category.
Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.
Servicemember Safety and Security Act of 2021 This bill requires the Department of Defense to instruct each military department to review its policies and procedures for reporting members of the Armed Forces who are absent without leave, on unauthorized absence, or missing. Military installations must update the policies and procedures related to absent or missing service members with a focus on force protection, enhanced security for members living on base, and prioritizing the reporting of missing service members to local and federal law enforcement at the earliest reasonable time. The commander of each military installation must establish a protocol for sharing information with local and federal law enforcement agencies about service members who are absent without leave, on unauthorized absence, or missing. Each military installation must submit the established protocol to the relevant installation command.
This resolution condemns the recent rise in anti-Semitic violence and harassment targeting Jewish Americans. The resolution (1) recommits to combating anti-Semitism in all forms; and (2) calls on elected officials, faith leaders, and civil society leaders to denounce and combat all manifestations of anti-Semitism. The resolution urges the President to continue the leadership role of the United States in combating anti-Semitism internationally, advance accurate Holocaust education and counter Holocaust denial and distortion, ensure the physical security of Jewish institutions and organizations, and produce an analysis that accounts for the level and scope of the threat that anti-Semitism poses to the people of the United States. The resolution urges law enforcement agencies to fully participate in the data collection process of the Federal Bureau of Investigation to improve anti-Semitic hate crime data collection.
COVID-19 Vaccine Developers Gold Medal Act This bill provides for the award of a Congressional Gold Medal to recognize all those whose efforts led to the development of COVID-19 vaccines that received emergency use authorizations.
