Regulation A+ Improvement Act of 2022 This bill increases the dollar limit of certain securities offerings exempt from registration requirements from $50 million annually to $75 million annually, adjusted in future years for inflation.

Helping Angels Lead Our Startups Act of 2022 or the HALOS Act of 2022 This bill directs the Securities and Exchange Commission (SEC) to revise Regulation D, which exempts certain offerings from SEC registration requirements but prohibits general solicitation or general advertising with respect to such offerings. Specifically, this prohibition shall not apply to events with specified kinds of sponsors—including angel investor groups unconnected to broker-dealers or investment advisers—where presentations or communications are made by or on behalf of an issuer, if the advertising does not refer to any specific offering of securities by the issuer; the sponsor does not provide investment recommendation or advice to attendees, engage in investment negotiations with attendees, charge certain fees, or receive certain compensation; and no specific information regarding a securities offering is communicated beyond the type and amount of securities being offered, the amount of securities already subscribed for, and the intended use of proceeds from the offering.
Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to provide grants to states and Indian tribes to implement programs that improve outreach and assistance to veterans and their families to ensure that such individuals are fully informed about veterans' benefits and programs. Specifically, the VA may provide grants to states and tribes to (1) implement or enhance outreach activities; (2) increase the number of county or tribal veterans service officers in the state or tribe; or (3) expand, implement, or otherwise enhance existing programs and services of the existing state or tribal organization that is recognized by the VA in the preparation, presentation, and prosecution of claims for veterans benefits through representatives who hold positions as county or tribal veterans service officers. The VA must prioritize awarding grants in areas with a critical shortage of county or tribal veterans service officers, areas with high rates of suicide among veterans, and areas with high rates of referrals to the Veterans Crisis Line. The bill also extends certain loan fee rates through February 10, 2031, under the VA's home loan program. During FY2024-FY2028, the VA is authorized to hire two or more additional full-time equivalent employees in the VA's Office of General Counsel to carry out duties under the accreditation, discipline, and fees program.
Investment Opportunity Expansion Act This bill expands who may be considered an accredited investor for purposes of participating in private offerings of securities. (Certain unregistered securities may only be offered to accredited investors.) Specifically, the bill allows an individual to qualify if the investment is not more than 10% of the individual's net assets or 10% of the individual's annual income, whichever is greater.
This bill prohibits the National Oceanic and Atmospheric Administration from issuing an interim or final rule that includes an area closure in the South Atlantic for species managed under the Snapper-Grouper Fishery Management Plan until (1) the South Atlantic Great Red Snapper Count study is complete, and (2) the data related to such study is integrated into the South Atlantic red snapper research track and operational stock assessment.

Responsible Accounting Standards Act of 2022 This bill requires the standard-setting bodies of accounting principles to comply with provisions generally required of federal agencies, including those that apply to rulemaking procedures, cost benefit analysis of certain actions, and open meeting requirements. The standard-setting bodies must also testify annually before Congress.
Prevent All Soring Tactics Act of 2022 or the PAST Act of 2022 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.
Veterans Protection from Fraud Act This bill makes enhanced criminal penalties for telemarking or email marketing fraud offenses applicable to telemarking or email fraud offenses that target veterans.
