Promoting Effective and Empowering Recovery Services in Medicare Act of 2021 or the PEERS Act of 2021 This bill specifies that peer support specialists may participate in the provision of behavioral health integration services with the supervision of a physician or other entity under Medicare. The bill defines peer support specialists as individuals who are recovering from a mental health or substance-use condition and have certain national or state credentials, as specified, to provide peer support services.

Facilitating American-Built Semiconductors Act or the FABS Act This bill allows a new tax credit for investment in a semiconductor manufacturing facility and semiconductor manufacturing property.
Cell-Site Simulator Warrant Act of 2021 This bill establishes a federal statutory framework to regulate the use of cell-site simulators. Cell-site simulators (commonly known as Stingrays) are devices that function as or simulate a cell-phone tower to identify, locate, or intercept transmissions from a cell phone for purposes other than providing ordinary commercial mobile services or private mobile services. The framework generally prohibits the knowing use of a cell-site simulator domestically by an individual or entity or the use of a cell-site simulator by an element of the intelligence community outside the United States to conduct surveillance of a U.S. person. It imposes a civil fine on an individual or entity that violates the prohibition and restricts the use of unlawfully acquired information as evidence in a legal proceeding or official proceeding. The framework contains exceptions to permit the use of a cell-site simulator in certain circumstances, such as by a law enforcement agency pursuant to a warrant or by an element of the intelligence community to conduct surveillance under the Foreign Intelligence Surveillance Act of 1978. Finally, an individual who is the subject of unlawful use of a cell-site simulator may bring a private right of action.
This resolution designates June 2021 as Great Outdoors Month. The resolution encourages all individuals in the United States to responsibly participate in recreation activities in the great outdoors.
Taiwan Defense Act of 2021 This bill establishes that it shall be U.S. policy to maintain the ability of the U.S. Armed Forces to defeat attempts by China to invade and seize control of Taiwan before U.S. forces can respond effectively.
Hearing Protection Act This bill removes silencers from the definition of firearms for purposes of the National Firearms Act. It also treats persons acquiring or possessing a firearm silencer as meeting any registration and licensing requirements of such Act. The Department of Justice must destroy certain records relating to the registration, transfer, or making of a silencer. The bill also revises the definitions of firearm silencer and firearm muffler under the federal criminal code and includes such items in the 10% excise tax category.
Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.
Metropolitan Statistical Area Stabilization Act This bill prohibits the Office of Management and Budget from raising the minimum urban area population to qualify a metropolitan statistical area from 50,000.
This joint resolution proposes a constitutional amendment to authorize Congress to prohibit the physical desecration of the U.S. flag.
This resolution condemns the recent rise in anti-Semitic violence and harassment targeting Jewish Americans. The resolution (1) recommits to combating anti-Semitism in all forms; and (2) calls on elected officials, faith leaders, and civil society leaders to denounce and combat all manifestations of anti-Semitism. The resolution urges the President to continue the leadership role of the United States in combating anti-Semitism internationally, advance accurate Holocaust education and counter Holocaust denial and distortion, ensure the physical security of Jewish institutions and organizations, and produce an analysis that accounts for the level and scope of the threat that anti-Semitism poses to the people of the United States. The resolution urges law enforcement agencies to fully participate in the data collection process of the Federal Bureau of Investigation to improve anti-Semitic hate crime data collection.
