This resolution expresses the sense of the Senate that the U.S. Postal Service should issue a commemorative postage stamp honoring Ralph Samuelson, known as the Father of Waterskiing, to commemorate the upcoming 100-year anniversary of the invention of waterskiing.

Higher Education Mental Health Act of 2021 This bill requires the Department of Education to establish an Advisory Commission on Serving and Supporting Students with Mental Health Disabilities in Institutions of Higher Education. The commission must conduct a study and report on services available to students with mental health disabilities in institutions of higher education (IHEs) and the effectiveness of such services in supporting these students; the impact of policies and procedures, such as reasonable accommodation and disciplinary policies, that help or hinder the goal of providing equal opportunity to these students; the use of protected health information of these students by IHEs; the impact of providing mental health services on a student's academic performance, well-being, and ability to complete college; conclusions on the major challenges facing these students; and recommendations to improve the overall education, retention, and graduation of these students.
Indian Buffalo Management Act This bill establishes a permanent program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.
Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.
State Justice Improvement Act This bill reauthorizes through FY2027 the State Justice Institute, a nonprofit corporation established by federal law, and authorizes the institute to award grants for the development and implementation of best policies and practices for the constitutional and equitable enforcement of fines and fees. Specifically, the institute may award these grants to state and local courts, nonprofit organizations, institutions of higher education, and other specified entities. The policies and practices must incorporate guidance that courts should, among other things, consider alternatives to incarceration for defendants who are unable to pay fines.
Expanding Access to Low-Cost Generics Act of 2021 This bill modifies provisions related to market exclusivity for a generic drug. Currently, the Food and Drug Administration (FDA) awards 180 days of exclusivity on the market to a first applicant to file a qualifying application for market approval of a generic drug. Generally, this exclusivity period begins upon a first applicant's commercial marketing of the drug. The bill authorizes the FDA to approve a subsequent generic drug application prior to a first applicant's first date of commercial marketing if (1) the subsequent application is ready for full approval, (2) a first applicant's application has been pending for at least 30 months, (3) the approval of a first applicant's application is not precluded by patent infringement claims asserted against that first applicant, and (4) no first applicant's application has been effectively approved on the date that all such conditions are met.
Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.
This resolution supports the designation of October 3-October 9, 2021, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.
This resolution recognizes (1) the celebration of Hispanic Heritage Month from September 15 - October 15, 2021; and (2) the integral role of Latinos and their manifold heritage in the economy, culture, and identity of the United States.
