MUSIC Act

MUSIC Act This bill expands eligibility for the Shuttered Venue Operators Grant program, which provides emergency assistance for eligible venues affected by COVID-19, to include service and support companies. These companies (1) provide stages, lighting, sound, casts, or other support for live performing arts events; or (2) showcase performers or prepackaged productions to potential buyers.

Outdoors for All Act

Outdoors for All Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to states, certain political subdivisions of a state, special purpose districts, Indian tribes, or Alaska Native or Native Hawaiian communities or organizations. Funds must be used for projects to (1) acquire land and water for parks and other outdoor recreation purposes in qualifying areas, and (2) develop new or renovate existing outdoor recreation facilities that provide outdoor recreation opportunities to the public in qualifying areas. A qualifying area is an area that has a population of 30,000 or more in the most recent census, or that is administered by an Indian tribe or an Alaska Native or Native Hawaiian community organization. Interior shall give priority to projects that create or significantly enhance access to park and recreational opportunities in an urban neighborhood or community, engage and empower underserved communities and youth, provide opportunities for employment or job training for youth or underserved communities, establish or expand public-private partnerships, and take advantage of coordination among various levels of government.

PrEP Access and Coverage Act

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

Children in Family Security Act of 2021

Children in Family Security Act of 2021 This bill modifies provisions related to U.S. activities to address foreign child welfare issues. The bill establishes the Office of Children in Family Security in the Department of State. The office's responsibilities shall include (1) determining whether a country that is a party to the Hague Adoption Convention has met its obligations under the convention, (2) determining whether such a country is eligible under U.S. law to participate in intercountry adoptions, and (3) developing procedures and criteria related to international adoptions. The bill also establishes the position of Ambassador at Large for Children in Family Security. The position's responsibilities shall include (1) advocating for laws, regulations, policies, and procedures that reflect U.S. policy on international child welfare issues; (2) serving as the primary advisor to the President in matters relevant to children in foreign countries living without family care (or at risk of living without family care); and (3) representing the United States in such matters. The bill transfers various authorities and responsibilities related to international adoption from the State Department to the office and the ambassador at large. The bill also modifies provisions authorizing assistance to orphans and vulnerable children in foreign countries to authorize such assistance for children in adversity in foreign countries, which shall include children who are (1) living without family care, (2) experiencing violence, or (3) living with disabilities.

Vet CENTERS for Mental Health Act of 2021

Veterans Census-Enabled National Treatment Equitable Resource Supplement for Mental Health Act of 2021 or the Vet CENTERS for Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA) to ensure the number of Vet Centers in certain states is increased by not less than one additional center if the VA determines the state meets specified requirements. The VA must also establish a community-based outpatient clinic in each state that does not share a land border with another state, is located not less than 2,000 miles from the contiguous United States, and contains no such clinic.

Reforming Broadband Connectivity Act of 2021

Reforming Broadband Connectivity Act of 2021 This bill requires the Federal Communications Commission (FCC) to make changes to the financing of the Universal Service Fund. This fund, which is financed by fees contributed by telecommunications carriers, supports programs to expand the availability of and access to telecommunications services. Specifically, the bill directs the FCC to (1) study the need for expanding the fund's contribution base to ensure fairness and equity in applicable contribution requirements, and (2) reform the fund's contribution system through rulemaking. In carrying out the rulemaking, the FCC must consider the findings and recommendations of its study and the impact of changes on consumers, businesses, and seniors.

Healthy MOM Act

Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill expands health insurance coverage availability for pregnant individuals. It requires health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant individuals. The special enrollment period offered by an insurer or exchange must begin when the pregnancy is reported to the insurer or exchange. The special enrollment period offered by a group health plan must begin when the pregnancy is reported to the plan or is confirmed by a health care provider. The bill also makes pregnancy a qualifying life event for the purpose of enrolling in a federal employee health benefit plan. Additionally, a group health plan or health insurer that covers dependents must provide coverage for maternity care to all covered individuals. Any individual who is eligible for Medicaid and is, or becomes, pregnant maintains such eligibility for one year after the end of the pregnancy. The bill revises the range in which a state must establish a maximum level of family income for pregnant women and infants to be eligible for Medicaid. The upper limit of the range is eliminated and the lower limit is set to the level in place on January 1, 2014.

Consolidation Prevention and Competition Promotion Act of 2021

Consolidation Prevention and Competition Promotion Act of 2021 This bill revises antitrust laws applicable to mergers and anticompetitive conduct. Specifically, the bill applies a stricter standard for permissible mergers by prohibiting mergers that (1) create an appreciable risk of materially lessening competition, or (2) unfairly lower the prices of goods or wages because of a lack of competition among buyers or employers (i.e., a monopsony). Under current law, mergers that substantially lessen competition are prohibited. Additionally, for some large mergers or mergers that concentrate markets beyond a certain threshold, the bill shifts the burden of proof to the merging parties to prove that the merger does not violate the law. The bill also establishes within the Federal Trade Commission (FTC) the Office of the Competition Advocate. The Government Accountability Office must report on (1) the success of merger remedies required by the Department of Justice or the FTC in recent consent decrees; and (2) the impact of mergers and acquisitions on wages, employment, innovation, and new business formation.
