Assault Weapons Ban of 2025

Assault Weapons Ban of 2025 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Antisemitism Awareness Act of 2025

Maddy summaryThis bill directs the Department of Education to use the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when reviewing discrimination complaints under Title VI of the Civil Rights Act. It specifically applies to cases involving discrimination based on Jewish ancestry or ethnic characteristics in schools and programs receiving federal funding. The bill clarifies that this guidance does not expand the Department’s authority, alter existing discrimination standards, or affect First Amendment rights. It aims to ensure consistent enforcement against antisemitism in federally funded education settings, building on existing Department practices since 2019.

Equality Act

Maddy summaryThe Equality Act (S 1503) amends existing civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands the definition of "sex" in federal civil rights laws to include sexual orientation and gender identity, clarifying that discrimination based on these factors is prohibited under current law. The bill directly affects individuals, businesses, government entities, and service providers by requiring compliance with these expanded anti-discrimination protections. It does not create new rights but makes clear that existing protections against sex discrimination already cover sexual orientation and gender identity, as affirmed by the Supreme Court in Bostock v. Clayton County. The legislation aims to provide consistent nationwide protections against discrimination that LGBTQ+ people have historically faced in key areas of public life.

Vehicle Safety Research Act of 2025

Maddy summaryThe Vehicle Safety Research Act of 2025 establishes the PARTS program within the Department of Transportation to advance traffic safety research. It allows automakers and technology companies to voluntarily share safety data with the government through a partnership with nonprofit research organizations, while keeping their data under their own control. Strict rules prevent data sharing between participants without permission and limit data use solely to developing safety technologies and countermeasures. The program does not create new regulations or reporting requirements for participants, and the government will fund it with $4-9 million annually through 2030.

SEER Act 2025

Maddy summaryThe SEER Act 2025 targets conflicts of interest among special government employees (SGEs) - temporary or part-time workers who may have outside business interests while serving in government roles. The bill requires SGEs not serving on advisory committees to publicly disclose financial conflicts, restricts their communications with agencies regarding companies they own or lead, and creates a searchable public database tracking SGE service duration and roles. It modifies financial disclosure requirements so that most SGEs must now file public reports, unlike current practice where many were exempt. The legislation affects all SGEs who aren't on advisory committees, particularly those in roles with significant decision-making authority. The bill aims to increase transparency and reduce conflicts for temporary government workers with substantial outside business interests.

SAFE Supply Chains Act

Maddy summaryThe SAFE Supply Chains Act requires the U.S. Department of Defense to only purchase or use certain IT hardware and software (called "covered products") from the original manufacturer or an authorized reseller, prohibiting purchases from other sources. It allows limited waivers for scientific research or to protect critical military operations, but mandates annual reports to Congress detailing waiver reasons, security measures, and efforts to reduce future waivers. The law does not create new funding and will take effect one year after enactment. This aims to strengthen supply chain security by limiting reliance on unvetted vendors for defense-related technology.

Tax Cut for Workers Act of 2025

Maddy summaryThis bill, the Tax Cut for Workers Act of 2025, expands the Earned Income Credit (EIC) to make it more accessible and generous for low-income workers without children. It lowers the minimum age for the credit from 25 to 19 (with exceptions for students, former foster youth, and homeless youth), removes the maximum age limit, and increases the credit amount and income thresholds. The bill also adjusts these amounts for inflation and allows taxpayers to use their prior year’s earned income if it was higher, applying to taxable years starting after 2025. These changes extend the credit to U.S. territories like Puerto Rico and American Samoa without prior time limits.
