Medical Nutrition Therapy Act of 2021 This bill expands Medicare coverage of medical nutrition therapy services. Currently, Medicare covers such services for individuals with diabetes or kidney disease under certain circumstances; such services must also be provided by a registered dietitian or nutrition professional pursuant to a physician referral. The bill extends coverage to individuals with other diseases and conditions, including obesity, eating disorders, cancer, and HIV/AIDS; such services may also be referred by a physician assistant, nurse practitioner, clinical nurse specialist, or (for eating disorders) a clinical psychologist.

REO Act of 2021 This bill establishes the Reentry Employment Opportunities Program to make grants for the purpose of providing job training opportunities to formerly incarcerated adults, youths, and young adults who have dropped out of school. Grants are awarded to entities such as nonprofit organizations, organizations serving women or a minority population, and state and local governments to carry out projects related to apprenticeship programs, occupational skills education, on-the-job training, work experience, job referrals, basic skills remediation, educational services, and work readiness activities for such individuals.

Billion Dollar Boondoggle Act of 2021 This bill directs the Office of Management and Budget to issue guidance requiring federal agencies to report annually to Congress regarding certain federally funded projects that are (1) more than five years behind schedule, or (2) have expenditures that are at least $1 billion more than the original cost estimate for the project.

This resolution expresses support for National Safe Digging Month, encourages all homeowners and excavators to call 811 before digging, and encourages damage prevention stakeholders to help educate homeowners and excavators about the importance of calling 811 before digging.

This resolution thanks the teachers of the United States and promotes the teaching profession by encouraging students, parents, school administrators, and public officials to recognize National Teacher Appreciation Week.

This resolution (1) expresses support for the designation of May 2021 as Motorcycle Safety Awareness Month; (2) recognizes the contribution of motorcycles to the transportation mix; (3) encourages motorcycle awareness by all road users; (4) recognizes that motorcyclists have a right to the road and that all motorists should safely share the roadways; (5) encourages rider safety education, training, and proper gear for safe motorcycle operation; and (6) supports the goals of Motorcycle Safety Awareness Month.

Military Justice Improvement and Increasing Prevention Act of 2021 This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

Accountability of Leaders in Education to Report Title IX Investigations Act or the ALERT Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to certify annually with the Department of Education that they have reviewed reports of misconduct by their employees involving domestic violence, dating violence, sexual assault, or stalking. The certification must include a confirmation that the IHE's president and board members involved in the review did not interfere with or influence investigations or dispositions.

Self-Initiation Trade Enforcement Act of 2021 This bill establishes within the Department of Commerce a task force to identify and recommend actions related to potential countervailable subsidies, dumping, and circumvention. Dumping and countervailable subsidies are unfair trade practices that cause (or threaten to cause) material injury to U.S. industries by importing products (1) that are similar to those sold in the U.S market at less than fair value (dumping), or (2) with the assistance of subsidies from a foreign government or public entity (countervailable duties). Specifically, the task force shall identify (1) potential countervailable subsidies and dumping that may be causing (or threatening to cause) material injury to an industry in the United States, and (2) potential circumvention of existing antidumping or countervailing duty orders. The task force must make recommendations with respect to initiating antidumping or countervailing duty investigations and circumvention inquiries.

End Outsourcing Act This bill addresses the outsourcing (transfer) of jobs and companies from the United States to low-tax foreign jurisdictions. The bill (1) requires employers to include an outsourcing statement in worker adjustment and retraining notices; (2) denies employers a tax deduction for outsourcing expenses, including license fees and equipment installation costs; (3) allows a tax credit for similar insourcing expenses; (4) denies employers the use of certain favorable accounting methods and a deduction for interest paid on indebtedness; and (5) requires the recapture of certain tax credit amounts allowed to outsourcing employers. The bill authorizes federal contracting officers to take the outsourcing of jobs from the United States into account in awarding contracts and grants and extending loans and loan guarantees to corporations.
