This resolution offers the condolences of the Senate regarding the death of Senator David Henry Gambrell and honors his life and legacy.
This resolution recognizes (1) 50 years of service by the National Railroad Passenger Corporation (Amtrak), and (2) that the restoration and expansion of the services that Amtrak provides is in the interest of the United States.
Unwavering Support for our Coast Guard Act or the USCG Act This bill addresses the funding, pay, and duties of the Coast Guard. During a funding gap, the Department of the Treasury shall make available to the Department of Homeland Security such amounts necessary to continue to provide, without interruption, pay and allowances to members of the Coast Guard, including its reserve components, who perform active service during the funding gap. The Coast Guard must conduct an updated fleet mix analysis that provides for a fleet mix sufficient to carry out the missions of the Coast Guard and to address national security threats. The Coast Guard must develop an updated shore infrastructure investment plan that includes the construction of additional facilities to accommodate the updated fleet mix and improvements to ensure existing facilities meet requirements and remain operational for the lifespan of such fleet mix. The Cost Guard shall establish a program to increase the number of underrepresented minorities in the enlisted ranks of the Coast Guard.
John Lewis Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.
Rights for the Transportation Security Administration Workforce Act of 2021 or the Rights for the TSA Workforce Act of 2021 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill within 180 days, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA and Federal Air Marshal Service employees; and requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The bill also directs the TSA to implement in-person or remote mental health programs at each field office of the Federal Air Marshal Service and consult with labor associations to address concerns regarding federal air marshals, including mental health and suicide rates; requires DHS to prioritize the hiring of veterans, including disabled veterans; and directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against the coronavirus.
Motorcyclist Advisory Council Act of 2021 This bill provides statutory authority for the establishment or designation of a Motorcyclist Advisory Council whose duties are to advise the Department of Transportation, the National Highway Safety Administration, and the Federal Highway Administration on transportation safety issues of concern to motorcyclists, including (1) motorcycle safety; (2) barrier and road design, construction, and maintenance practices; and (3) the architecture and implementation of intelligent transportation system technologies. The bill also sets forth the membership of the council, member terms, and reporting requirements.
Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to facilitate patients' access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases.
Biodiesel Tax Credit Extension Act of 2021 This bill extends the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2025.
National Center for the Advancement of Aviation Act of 202 1 This bill establishes the National Center for the Advancement of Aviation to serve as a national independent forum to facilitate collaboration and cooperation between aviation and aerospace stakeholders to support and promote civil and military aviation and aerospace. The center must perform the following duties support the development of aviation and aerospace education curricula; support the professional development of educators using such curricula; promote aviation and aerospace employment opportunities; support Armed Forces personnel seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; serve as a central repository for publicly available economic data, safety data, and research efforts related to the aviation and aerospace sectors; and serve as a forum, through symposiums, conferences, and other means as appropriate, for cross-disciplinary collaboration among aviation and aerospace stakeholders. Additionally, the center may issue grants to organizations that have experience in, and knowledge of, creating, developing, and delivering or updating (1) high school aviation curricula; or (2) aviation curricula used at institutions of higher education, secondary educations institutions, or by technical training and vocational schools.
Advancing Human Spaceflight Act of 2021 This bill establishes programs and policies pertaining to human presence in space. The National Aeronautics and Space Administration (NASA) shall establish a program to develop next-generation space suits and associated technologies, establish an outpost in orbit around the Moon as described in this bill, and submit a plan for achieving a power supply on the Moon. The bill declares that it is U.S. policy to continuously maintain the capability for a continuous human presence in low-Earth orbit through and beyond the useful life of the International Space Station (ISS) and that such capability shall maintain U.S. global leadership and relations with partners and allies, contribute to the general welfare of the United States, and leverage commercial capabilities to promote affordability so as not to preclude a robust portfolio of other human space exploration activities. NASA shall ensure that the ISS remains a viable and productive facility capable of potential U.S. use through at least FY2030. NASA must submit a strategy that includes how it will transition to a successor platform to the ISS. The Office of Science and Technology Policy shall conduct a study on the manner in which NASA funds missions of national need.
