Maddy summaryS 3353, the Relief for Farmers Hit with PFAS Act, establishes a federal grant program to assist commercial farms and agricultural land affected by PFAS (chemicals found in some industrial products) contamination. Eligible states, tribes, or territories can receive funds to cover costs like monitoring health impacts, compensating for contaminated land or crops, upgrading equipment, conducting research on remediation, and providing financial aid to affected farmers. Right to Read Act of 2025

Right to Read Act of 2025 This bill expands access to school libraries and literacy skills support for elementary and secondary school students. It also outlines certain constitutional rights and liability protections related to school libraries. Specifically, the bill reauthorizes through FY2030 (1) the Comprehensive Literacy State Development Program, which provides grants to ensure high-quality instruction and effective strategies in reading and writing for children through 12th grade; and (2) the Innovative Approaches to Literacy Program, which provides grants to support the development of literacy skills in low-income communities. Additionally, the bill allows Supporting Effective Instruction State Grants to be used to assist local educational agencies (LEAs) and schools in recruiting, hiring, and retaining state-certified school librarians. Further, the bill authorizes states and LEAs to use Student Support and Academic Enrichment grants for programs and activities that promote the development of digital literacy and information literacy skills. The Department of Education (ED) must direct the National Center for Education Statistics to biennially collect data on school libraries. ED must require an assurance from each state and LEA receiving certain funds confirming that it will (1) protect the First Amendment rights of students in school libraries, and (2) provide equal protection in the conduct of school libraries in compliance with the requirements of the Fourteenth Amendment and nondiscrimination laws. The bill also provides liability protection to teachers, school librarians, school leaders, paraprofessionals, and other staff for actions that conform with state or local policies regarding the right to read.

The bill also raises fines for inaccurate caller identification from $10,000 to $20,000 per violation. United States Cadet Nurse Corps Service Recognition Act of 2025

Maddy summaryThis bill recognizes service in the U.S. Cadet Nurse Corps during World War II (July 1943-December 1948) by treating it as active duty for certain veterans' benefits under Title 38. It requires the Secretary of Defense to issue honorable discharges within one year of enactment to eligible individuals and allows commemorative medals or markers. However, it explicitly excludes benefits related to Arlington National Cemetery interment and clarifies that recipients do not gain additional VA benefits beyond those specified. Veterans’ Compensation Cost-of-Living Adjustment Act of 2025

Maddy summaryThis bill increases disability compensation for veterans with service-connected disabilities and dependency and indemnity compensation for surviving spouses and children of deceased veterans, effective December 1, 2025. The increases will match the percentage rise in Social Security benefits for that year, as determined under the Social Security Act. Healthy MOM Act

Maddy summaryThe Healthy MOM Act (S 3274) would require health insurance plans to provide a special enrollment period for pregnant individuals beginning when pregnancy is reported to the insurer. It mandates that group health plans cover maternity care for dependents regardless of age, including labor and delivery, and extends Medicaid eligibility during pregnancy and postpartum. The bill requires 12 months of continuous coverage for pregnant and postpartum individuals under Medicaid and CHIP, replacing the current 60-day postpartum coverage period. These provisions aim to improve access to maternity care for women, particularly those from communities disproportionately affected by maternal mortality, such as Black and American Indian/Alaska Native women. The changes would apply to plan years beginning January 1, 2027, with some provisions having earlier effective dates for certain programs.
