Affordable and Safe Prescription Drug Importation Act

Affordable and Safe Prescription Drug Importation Act This bill allows expanded importation of eligible prescription drugs and addresses related issues. Current law allows the Department of Health and Human Services (HHS) to authorize the importation of certain eligible prescription drugs from Canada if HHS certifies to Congress that doing so would pose no additional risk to public health and safety and would result in significant cost savings for consumers. The bill removes this certification requirement and requires HHS to issue regulations that permit the importation of qualifying prescription drugs from Canada. After a certain amount of time, HHS may authorize importation from certain other countries if it determines that importation from Canada has resulted in cost savings for consumers and increased access to safe medication. The bill also expands the types of prescription drugs eligible for importation to include, for example, biologics such as insulin. Furthermore, the bill allows individuals to use an eligible licensed foreign pharmacy to fill a U.S.-issued prescription for a qualifying drug for personal use. Currently, an individual seeking to import a prescription drug generally must acquire a waiver from HHS. The bill imposes various requirements related to certification of foreign sellers, labeling of imported drugs, and supply chain security. The bill also (1) prohibits certain acts that discriminate against foreign sellers, such as charging higher prices to foreign sellers than to other sellers in the same country; and (2) imposes criminal penalties for online websites that sell counterfeit drugs or dispense drugs without a required prescription.

Prescription Drug Monitoring Act of 2021

Prescription Drug Monitoring Act of 2021 This bill imposes, as a condition on certain federal funding for the Prescription Drug Monitoring Program (PDMP), additional notification and reporting requirements concerning prescriptions for potentially addictive drugs. States or territories that receive this funding must require prescribers to consult the PDMP before starting treatment with such drugs, and dispensers to report within 24 hours to the PDMP each time they fill a prescription for such drugs. In addition, the state agency administering a PDMP must analyze reported data for patterns of prescription drug misuse or abuse and provide certain information to prescribers, law enforcement, the public, and other states and territories.

School Food Modernization Act of 2021 This bill provides for loan guarantees and grants to support healthy meals under the National School Lunch Program and School Breakfast Program. The bill directs the Department of Agriculture (USDA) to issue loan guarantees to local educational agencies (LEAs), school food authorities, tribal organizations, and other eligible entities to finance infrastructure improvements or equipment purchases to facilitate their provision of healthy meals through the school meal programs. USDA must give preference under both programs to applicants that demonstrate a substantial or disproportionate need for food service infrastructure or durable equipment, and shall establish fees for the loan guarantee program. In addition, USDA must award competitive matching grants to experienced third-party training institutions to provide school food service personnel with the training and technical assistance they need to (1) meet or exceed nutrition standards under the school meal programs, and (2) improve the efficacy and efficiency of the school meal programs.

Real Time Transparency Act

Real Time Transparency Act This bill revises the notification requirement for campaign contributions of $1,000 or more. Specifically, the bill applies this requirement to (1) any political committee, not just a candidate's principal campaign committee; and (2) cumulative contributions of $1,000 or more during a calendar year, instead of only single contributions that are received by a committee less than 20 days but more than 48 hours before the day of an election. Only the Federal Election Commission (FEC) must be notified within 48 hours of receiving these contributions, instead of the FEC and others. Any amount transferred by a joint fundraising committee established by a candidate's authorized committee to any other authorized committee of that candidate shall be treated as a contribution.
